Act 60 (S.9). which came into effect July 1, 2015, made some changes to mandated reporting procedures, child abuse definitions, and information sharing. These changes are reflected below.

What is my legal obligation to report?

If you reasonably suspect child abuse or neglect, you are legally required to make a report to our Family Services Division (FSD) — within 24 hours of the time you first received or observed information about the suspected abuse/neglect.

Read FSD Policy 50 for child abuse and neglect definitions.

How do I make a report?

Call 1-800-649-5285 (24 hours a day, 7 days a week).

If a child is in immediate danger, dial 911 or call your local police first.
Then, call FSD to make a report. Calling law enforcement is not the same as reporting to FSD. You must notify FSD directly.

What if several people in my organization need to report the same information/incident?

We strongly recommend you report as a group—by phone or in writing. The same 24-hour time limit applies.

What if my employer has a policy about notifying supervisors or managers about suspected child abuse or neglect?

Remember that it is the individual mandated reporter who is legally required to make a report on time and will be liable if one is not made.

What happens to reports received?

What if I am not sure?

Please call us for advice, if you:

  • Are not sure a report is warranted.
  • Are considering telling the parents about your report. In some cases, this could endanger the child and hinder the response.

You need only have a reasonable suspicion that abuse or neglect happened to make a report. If in doubt, report!

What happens when I call?

Before you call, try to have as much information on hand as possible (e.g. the child’s name, date of birth, home address, school or child care provider, and parents’ names).

A social worker will:

  • Question you about the situation
  • Record the information you provide
  • In some cases, ask you to gather more information

Written Report:
The worker will also ask you to complete a written report using form FS-305.

  • Print a copy of the form and complete it by hand OR
  • Save the form on your computer and complete it as a fillable form (if your browser does not support fillable forms, try another one)

What information may be shared with me?

If you are a mandated reporter, we can share the following with you:

  • Whether your report was accepted as a valid allegation of abuse or neglect
  • Whether an assessment was conducted and, if so, whether a need for services was found
  • Whether an investigation was conducted and, if so, whether it resulted in a substantiation

Upon request, we may also provide you with relevant information and records related to a report you made if you have an ongoing working relationship with the child or family who is the subject of the report. You may not share this information with any person not authorized to get it.

What is my liability?

Vermont law provides you with immunity from civil or criminal liability if your report was made in good faith. However:

  • Failing to report as required by law can result in criminal prosecution with a fine of up to $500
  • Failing to report as required by law with the intent to conceal the abuse or neglect can result in imprisonment for up to six months and a fine of up to $1,000

What about HIPAA?

The HIPAA privacy rule allows covered organizations to disclose protected health information to report suspected child abuse or neglect to government authorities authorized by law to receive such reports.

Is my report confidential?

We will not divulge your identity unless:

  • You give us your permission to do so
  • Your report leads to a court or human services board proceeding
  • A court finds probable cause to believe your report was not made in good faith and orders DCF to divulge your identity
  • The person substantiated for abuse requests a review of the decision, and we determine that identifying information about you can be provided without compromising your safety

Is it time to sell your old car or truck? Here’s how to tell

Each year you drive your old car is one more year you don’t have to worry about paying for a new one.

Yet, with every turn of the odometer, you’re one mile closer to big repair and maintenance bills.

At some point, it costs so much to keep your old ride on the road that you’d be better off investing all of the money you’re spending at the garage on a new car or truck. Our database of the best auto loan rates can help get you started.

There’s no magical mileage threshold that tells you when it’s time to ditch your car. In fact, many of today’s vehicles routinely exceed 100,000 miles without experiencing major mechanical problems.

But if you’re being hit with one repair bill after another, these 5 steps can help you decide if the time has come to ditch your old car or truck.

Step 1. Find out what your car is worth.

All smart decision-making starts with this.

To find out what your car is worth, research it on an auto valuation site, such as or Kelley Blue Book (

You’ll be asked a few questions about the year, make and model of your car, the odometer reading and the condition it’s in, taking any repairs you’re planning to make into account.

Those websites will provide you with three potential values for your car.

The one you want to use is the trade-in value, which is the lowest of the three estimates.

This is the amount you can expect to receive from a dealer if you include your current car in a deal to buy another car there.

Let one of the best commuting cars of 2014 take the stress and worry out of those slogs to work, the supermarket and other daily destinations. They’re safe and economical but don’t scrimp on creature comforts, including automatic transmissions and air-conditioning. With prices starting at just over $19,000 and climbing to just under $31,000, we’re confident you’ll find the perfect ride.

Step 2. Determine how much it will cost to keep it on the road.

Ask your mechanic for a rundown of all the:

  • Big repairs that must be done right now to keep your vehicle running.
  • Additional repairs that can be postponed but need to be done over the next year.
  • Major maintenance that will come due during the next 12 months based on how many miles are on the car.

We’re not talking about oil changes.

We’re talking about the more costly work required as vehicles reach 60,000 to 100,000 miles — everything from changing the transmission fluid and coolant to replacing worn-out tires, brake pads and rotors, water pumps, suspension parts and timing belts.

Check your owner’s manual for the manufacturer’s recommended maintenance schedule. If you don’t have the manual, any reputable shop can check the schedule for your car and tell you exactly what you’ll need to do and how much those repairs will cost.

Postpone that work, and you’ll run a greater risk that your car will break down and stick you with an even bigger repair bill once you’ve been towed to the shop.

Take the timing belt, for example. It connects the crankshaft to the camshaft and controls the opening and closing of the valves in your engine.

Replacing a timing belt often costs $600 or more. But if you don’t do it, you can pretty much count on a worn-out timing belt breaking at some point, seriously damaging your engine.

Then it would cost $2,000 or more to get it running again.

Also, watch for two signs of big trouble:

  • Blue smoke out the tailpipe means you’re burning oil, which very likely indicates the oncoming need for an engine replacement. (A little white smoke until the engine warms up is OK.)
  • Slipping between gear changes means your automatic transmission is failing. (Slipping is where the engine revs up without any appreciable increase in speed.)

Add up all of the repairs and maintenance you’ll need to do over the next year, and compare it to the trade-in value of your car.

If you’ll have to spend more than the car is worth to keep it on the road for another year, then it makes financial sense to invest that money in a new ride.

Step 4. Recalculate your costs using past repair bills.

You aren’t finished if that comparison falls on the side of keeping your old car, especially if it’s not a decisive difference.

Mechanics can’t look at your car and predict everything that’s likely to break over the next year, so maybe you didn’t have a list of estimated future repairs in Step 2.

That doesn’t mean you’re not going to have any.

Reliability guides, such as the ones from Consumer Reports. provide entire lists of problems that consistently plague almost every make and model as it ages.

In fact, here’s a pretty tried-and-true rule of car ownership: The older your car gets, the more stuff breaks.

How To Prep Your Car for Long-Term Storage

There are a number of times when people need to store a vehicle for an extended period of time. Maybe you have a convertible that you love to drive in the summer, but winter is on the way. Or perhaps you’re going to leave town for a job or an extended vacation. Maybe you are in the military and are being deployed overseas.

Whatever the reason for your time away from the vehicle, you’ll need to put it in storage. If you simply let your vehicle sit on the street or in a garage for an extended period of time, you may return to a dead battery or worse yet a damaged engine, ruined tires and a rat’s nest under your hood.

Here are important steps to take before you store a vehicle. They will preserve the life of the engine and ensure that your car starts when you return to it.

Keep It Covered

A garage is the ideal place to store a vehicle. This will protect it from the elements and keep it at a temperature that’s relatively stable. If you don’t have a garage and you can find accommodation at a reasonable price, consider putting the car in a public storage facility.

If you have to leave the car outdoors, consider getting a weatherproof car cover. This will help keep the car clean and dry.

Clean It Up

It may seem counterintuitive to get the car washed when you’re putting it away for months, but it is an easy step and one that shouldn’t be overlooked. Water stains or bird droppings left on the car can damage the paint. Make sure to clean the wheels and undersides of the fenders to get rid of mud, grease or tar. For added protection, give the car a coat of wax.

Change the Oil

Skip this step if you’re only storing the car for a week or two. Consider getting the oil changed if you will be storing the vehicle for longer than 30 days. Ford recommends this in its owner’s manuals, saying that used engine oil has contaminants that could damage the engine.

Top Off the Tank

This is another long-term car storage tip. Fill the tank with gas if you expect the car to be in storage for more than 30 days. This will prevent moisture from accumulating inside the fuel tank and keep the seals from drying out. You should also purchase a fuel stabilizer such as Sta-bil. to prevent ethanol buildup and protect the engine from gum, varnish and rust. The fuel stabilizer will prevent the gas from deteriorating for up to 12 months.

Keep It Charged

An unattended battery will eventually lose its charge. Get someone to start the car every two weeks and drive it for about 15 minutes, if possible. Driving the car periodically has several benefits. It will maintain the battery’s charge, help the car “stretch its legs” and keep the engine and other components properly lubricated. It is also a good idea to run the air-conditioner to keep the parts in working order and the air quality fresh.

If you cannot arrange for someone to start the car, there are two other options. The low-tech solution is to disconnect the negative battery cable. You’ll likely lose the stereo presets, time and other settings. If you want to keep those settings and ensure that your battery starts the moment you return, purchase a battery tender, also known as a trickle charger. This device hooks up to your car battery on one end and plugs into a wall outlet on the other. It delivers just enough electrical power to prevent the battery from discharging.

Don’t Use the Parking Brake

It’s usually a good idea to use the parking brake, but don’t do it when you leave a car in storage. If the brake pads make contact with the rotors for too long, there is a chance that they might fuse. Instead, purchase a tire stopper, also called a chock. to prevent the car from moving.

Prevent Flat Spots

Make sure your tires are inflated to the recommended tire pressure. If a vehicle is left stationary for too long, the tires could develop flat spots as the weight of the vehicle presses down on the tires’ footprints. This process occurs at a faster rate in colder temperatures and with vehicles equipped with performance tires or low-profile tires.

In some cases, simply having someone drive the car for a while will bring the tires up to their normal operating temperature and get rid of any flat spots. In more severe cases, a flat spot can become a permanent part of the tire and it will need to be replaced.

If your car will be in storage for more than 30 days, consider taking the wheels off and placing the car on jack stands at all four corners. This step requires more work, but it can save you from needing a new set of tires. Your tires will be in much better shape when you return if they haven’t had the weight of the vehicle resting on them for a month or more.

Keep Critters Out

A garage will keep your car dry and relatively warm. Unfortunately, those are also two things that make a garaged car attractive to rodents. There are plenty of places in your car for critters to hide, and plenty of things for them to chew on. Try to cover any gaps where a mouse could enter, such as the exhaust pipe or an air intake. Steel wool works well for this. Next, spread mothballs or cotton swabs dipped in peppermint oil along the perimeter of the vehicle. The smell is said to drive mice away.

If you want to take a more proactive approach, lay down a few mousetraps and some rat poison. Just make sure someone can check the garage periodically, in case there are some casualties. Otherwise, you’ll have to deal with a smell much worse than mothballs when you take the car out of storage.

Maintain Insurance

You might be tempted to cancel your auto insurance when your vehicle is in storage. Although that might initially save money, there is a chance that the insurance company will raise your rates due to the gap in coverage, which could cost you more in the long run. This can vary based on where you live and who your provider is, so contact your insurance company to see what options are available to you.

Get Back in Action

Here’s a checklist of what to do when you’re ready to bring your vehicle out of storage:

  • Check under the hood for any evidence of rodents. Look for chewed belts, hoses, wires or nests. If you covered the muffler or air intake, remove that material before you start the car.
  • Check the windshield wipers to see if the rubber is cracked or brittle.
  • Check tire pressure and inflate the tires to the recommended specs.
  • Check the brakes. Rust may have accumulated on the rotors. In most cases, this should go away after you drive the vehicle for a short time.
  • Check fluids to make sure there have been no leaks and that they are at the recommended levels.
  • If the battery cable has been disconnected, make sure that you reconnect it and that the battery terminals are clean.
  • Wash your vehicle to remove any dirt that may have accumulated.

  • Clarify forms of payment that will be acceptable.
    • Checks and money orders are riskier option, so if you accept these methods make sure you have the funds in hand before you sign over the title.
  • Make sure the buyer knows monthly payments aren’t acceptable.
    • There’s no way for you to collect if a buyer decides to stop payment.
  • Determine if the buyer is in the area.
    • National or overseas sales will complicate the process, especially if the buyer doesn’t plan on looking at the vehicle first.

Step 8: Give Your Sales Pitch

If a buyer makes the effort to come over and look at the car, use the opportunity to make a sales pitch. The best time to inform the buyer of why your vehicle would be a better purchase than others on the market is during the test drive.

A few tips for a good sales pitch include:

  • Sizing up the driver.
    • Find out what they currently drive.
    • What they’re looking for in their next vehicle.
    • Use this information to ease their concerns.
  • Pitching the benefits of your car. such as the:
    • Fuel economy.
    • Affordability of replacement parts.
    • Performance specification of the engine.
    • Reliability and safety features.

Step 9: Negotiate the Sale Price

After you’ve shown and discussed the vehicle, remind the buyer how firm the price is. If it’s up for negotiation, don’t be afraid to make a few counter offers if you aren’t happy with the buyer’s price.

When you negotiate, it’s a good idea to have a starting price that’s higher than what you’re willing to accept. Also have a dollar amount in mind that’s your lowest acceptable price and stick to it.

Step 10: Finalize the Sale

Once a sale has been agreed upon, you’ll need to finalize all the paperwork. If you accept a cashier’s check, go with the buyer to his or her bank to get your money. When payment has been completed, you’ll need to:

  • Complete the bill of sale .
  • Sign over the title.
  • Fill out the Release of Liability.
    • Submit this form to your state DMV if required.
  • Provide warranty documents. if applicable.
  • Provide copies of maintenance records.
    • Be sure to black out personal information to avoid identity theft .

    Repair or Replace Your Windshield the Right Way

    When faced with replacing a windshield, many car owners default to the lowest-price option. But if you take this route and are in a serious accident, your decision could cost you your life.

    An incorrectly installed windshield could pop out in an accident, allowing the roof to cave in and crush the car’s occupants. Furthermore, when the front airbags deploy, they exert a tremendous force on the windshield and will blow out one that is not firmly glued in place.

    “There are a lot of schlock operators” installing windshields, says Debra Levy, president of the Auto Glass Safety Council, which offers certification for installers. She says using original manufacturer’s glass is a plus, but choosing a good installer is even more important. To find a certified shop, visit and type your ZIP code into the box at the top of the page. Certification is valuable because it keeps installers up to date on advances in adhesives and changing automotive designs.

    David Beck, one of two technicians at Windshield Express. near Salt Lake City, installs eight windshields a day and has been working in the auto glass business for 18 years. Beck agrees that certification is important and warns that there are many “tailgaters” installers with no brick-and-mortar shop who quickly “slam” windshields into cars with little regard for safety. They don’t handle the windshield correctly, don’t use the proper adhesives and leave the car unsafe for driving and prone to rusting and leaks.

    “The thing I wish that drivers knew was that the windshield is the No. 1 safety restraint in your vehicle,” Beck says. The windshield is two sheets of glass held together by an inner layer of strong vinyl. When the windshield breaks, the vinyl holds the glass in place rather than allowing the shards to fall into the car and cut the occupants.

    The windshield is a layer of protection that “keeps you inside the car and things out of the car,” Beck says. “This is not the place to cut corners on and go with the cheapest price.”

    Steve Mazor, the Auto Club of Southern California’s chief automotive engineer, adds that if the windshield isn’t strong enough and an occupant is thrown from a speeding car, “the odds of survival are much less.” Thirty percent of all fatalities, he says, are due to people being ejected from the car.

    An investigation by the ABC News program 20/20 on windshield safety shows technicians incorrectly installing windshields by not wearing gloves. The grease from their hands prevents the adhesives from bonding correctly, Beck explains. Another error that 20/20 caught was technicians failing to use all the necessary bonding agents, such as primer.

    When you are looking for a good windshield installer, Levy recommends calling three shops and asking a few qualifying questions beyond just price and certification.

    Levy says to ask the shops if they use original equipment glass, which is usually of higher quality and fits better. Also, she suggested asking how long the car should sit after the installation is complete. “If they say you can take the car right away, you should run in the opposite direction,” Levy says. A car should sit at least one hour before being driven and sometimes up to 12 hours, she says.

    Beck says if you take your car to a dealership for a windshield replacement, it will just subcontract the job to a glass shop and then mark up the price about 30 percent. He recommends going directly to the glass shop to save money. However, when a car is new, the dealership might be the only place to stock the glass, as was the case for a 2011 Infiniti M56 Edmunds long-term test car where the windshield replacement cost $1,300.

    Most windshield installation jobs take only about an hour and can be done at your home or office, Beck says. Once the installer is finished, check for signs that the job was completed correctly. Make sure the molding is straight and that there is no sign of adhesives visible inside the car, Beck says. The car should be clean inside. Debris or dirt left in your car could be the sign of sloppy workmanship, he says.

    In some cases, a rock chip or star in the windshield can be repaired, saving you the cost of a new windshield. Mazor says some installers claim that cracks can be repaired even if they’re up to 15 inches long, but only if they intersect just one edge of the windshield.

    Beck says rock chips, which he also fixes, are easier to repair when the damage has just occurred. Over time, rain washes dirt into the crack, making it harder to seal. He suggests carrying a roll of clear tape in the glove compartment to quickly cover a crack until it can be fixed.

    Beck injects polymer into rock chips and cracks. After the polymer cures, he smoothes the area so it doesn’t affect the travel of the windshield wipers. Beck says that if he gets to the repair within a week of the damage, he can generally make it disappear. Windshield Express’ owner, Bryan Petersen says his rate for rock chip repairs is $29.95 for mobile jobs and $19.95 in the shop.

    In the Los Angeles area, the rates for windshield repairs are higher in the range of $65. Windshield repair kits are available at automotive stores for the do-it-yourselfer, but they don’t do the job as well as the professionals can do it. The pros have better equipment and much more experience.

    The Auto Glass Safety Council’s Levy says studies show that windshield rock chips or cracks that are in your field of vision can actually slow your response to emergency traffic situations. She also says that old windshields that are pitted or hazed should be replaced even if they are not broken since they can magnify the glare of the headlights from oncoming cars at night.

    Mazor says that a new windshield might be cheaper than you would think. In many cases, windshield repair is covered by car insurance (under your comprehensive coverage not collision). The deductible for comprehensive coverage is sometimes only $50 or $100, so that would be the cost of a new windshield.

    It’s hard to beat the thrill of jumping behind the wheel of a new car at the North American International Auto Show, especially if your clunker is already 9 or 10 years old.

    But how exciting is a car loan? Just itching for another monthly payment? Yeah, right.

    The hot news about car loans this year, though, is that rates are lower than last year — so shopping around for car loan could prove invigorating when you snag a real deal.

    “We’ve never seen rates this low” in the surveys of banks and credit unions, said Greg McBride, senior financial analyst at .

    Bargain car loan rates — both for used and new cars — are hovering around 3% or so now at banks and credit unions.

    Plenty of carmakers are offering 0% and 1.9% financing on several models, too. But make sure to run the numbers on various online calculators to determine whether you’d be better off taking a cash-back rebate than 0% financing, if given a choice.

    In mid-January, the average new car loan rate was 4.15% for a five-year new car loan at banks and credit unions surveyed by .

    The average used car loan rate was 4.77% for a four-year used car loan, according to

    “We’re in a prolonged low-rate environment, and I don’t think they’ve bottomed yet,” McBride said.

    Another trend: Some lenders are offering new car loans that go beyond five years, say 72-months, and a few are rolling out 84-month car loans.

    Comerica’s 3.99% rate, for example, applies to 60-month and 72-month car loans.

    Melinda Zabritski, director of automotive credit for Experian, said some consumers with lower credit scores can qualify for a more expensive new car if they opt for a six-year loan instead of five years.

    Some consumers with higher scores opt for seven-year car loans to buy luxury brands, she said.

    “A lot of it is an effort to make some expensive vehicles a little more affordable on a month-to-month basis,” Zabritski said.

    Be warned, though: Dragging out a car loan to six or seven years drives up total interest paid for a car; and a consumer risks owing more on the car than it’s worth when it comes time to sell.

    Another warning: If you don’t shop around for a car loan rate, though, it’s easier to get taken for a ride on rates.

    “We see greater disparity in auto loan rates than any other product,” McBride said.

    Lenders often decide what kind of market share they want in the auto loan business and price their car loans accordingly. And yes, many realize that consumers don’t shop for car loans as diligently as they should.

    Does that mean everyone gets a car loan at less than 5%? Absolutely not. Rates vary by credit history.

    The Detroit-based Communicating Arts Credit Union had received an initial $1.5 million federal grant in November 2011 to develop a bailout program for people who have extremely high car loan rates.

    As part of that program, the credit union had 34 auto bailouts that had original car loan rates in excess of 19%. One customer refinanced a rate of 25% to 3.25%.Other customers refinanced rates of nearly 25% to a range of 9.5% to 12.5%.

    Going to 5% from 25% would drop the monthly payment to $188.71 from $293.51 on a five-year, $10,000 car loan.

    Hank Hubbard, president and CEO of the Communicating Arts Credit Union, said many times shoppers don’t realize they have alternatives. Some old loans may have been made during the credit crunch.

    We’ve swung from one extreme where anyone could get a car loan during the economic boom to another extreme where lenders were paranoid about making loans to creditworthy consumers during the financial meltdown.

    Now, “Lenders are certainly making loans available,” Experian’s Zabritski said.

    Typically, Toprak said, someone with a 620 credit score could be getting a rate of 8.9% or higher now; while someone with a 500 credit score could be offered 13.9% now.

    If you’re in the market for a new car (or even a used car that you can’t afford to buy with cash), you’re probably also in the market for a car loan. While car loans are usually much smaller than mortgages and home equity loans, the auto loan payments can still take a decent-sized bite out of your monthly household budget.

    You therefore need to do your research in order to find the most affordable car loan with the most desirable payment terms. As part of that research, you’ll want to estimate what your monthly payments will be for various loan amounts at different interest rates.

    Regardless of where the financing for your automobile purchase ultimately comes from, your credit scores will factor heavily into the interest rate you pay on your car loan. Much like mortgage brokers, car dealers need to ensure that loan applicants are ready, willing, and able to pay off a line of credit, so if you want to get financing through a car dealer, their loan department is going to run a credit check on you. That means checking out your credit reports and scores from at least one of the three major credit bureaus.

    Car dealers find themselves in an interesting spot these days. They need to sell cars to stay in business, but their customers typically require loans to afford car purchases, and the consumer credit industry is still much tighter than it was before the Great Recession occurred.

    Because of this dynamic, car dealers may be more willing to provide financing to consumers with poor credit scores than banks might be, but the basic lenders’ rule-of-thumb still applies: The lower your credit score is, the higher your interest rate will be and the bigger your monthly auto loan payments will be.

    (Keep in mind that there’s another dynamic at play when you take out a loan of any kind. Your record of making, missing, or remitting late payments on that loan will appear on your credit report and factor into your credit score. Missed or delinquent auto loan payments can quickly drag down your credit score, which can affect your ability to renegotiate your car loan or acquire another line of credit.)

    There are, of course, factors beyond your credit scores that help determine the ultimate amount of your monthly auto loan payments, including:

    • Dealer or manufacturer rebates. Rebates are usually offered at the end of a model year, when car dealers and carmakers try to reduce their inventory of unsold cars.
  • Trade-in allowances. Car dealers generally put a cap on how much they’re willing to reduce the selling price of a car when you trade in your current vehicle.
  • Your outstanding trade-in balance. If you’re trading in a car to the dealership where you originally bought it, and you still owe money on that car, the dealer will factor that amount into your loan application.
  • The size of your down payment. Obviously, the more money you put down upfront, the less you’ll need to borrow. Smaller car loans often mean better loan terms, because the lender’s risk is reduced.
  • Gap insurance. Gap insurance is typically required when a buyer offers little or nothing in the way of a down payment, especially if the buyer has poor credit. This insurance also protects the buyer, though; if your newly-bought car is totaled due to an accident, flood, or other calamity, you won’t be on the hook for the outstanding auto loan payments. If you finance through a dealership, any required gap insurance premiums are typically included in your monthly payments.
  • The loan term. Auto loans typically require full repayment within three to five years.
  • Your interest rate. As noted earlier, your credit scores will be used to determine the general range of your interest rate, but the factors listed above will also play a role.
  • Regardless of where you finance your car purchase, negotiating a car loan and determining your auto loan payments can be a complicated undertaking. Before you choose your next car, much less apply for a car loan, you should make every effort to estimate your auto payments as accurately as possible to help you determine how much you can afford to spend on your car purchase.

    The past couple of months, we have seen some interesting dynamics in measuring the framerate of your games versus graphics cards. Basically the framerate of your game is, simply put, the number of frames per second your computer and graphics card are able to render. It is the most common way of looking at graphics card and game performance really.

    There’s a problem that started floating at the surface for a while now, FPS does not say much as to what you see and experience on screen thus on your monitor, in certain conditions you can get a little stuttering every now and then. E.g. FPS will not say a thing about graphics anomalies. Up-to a while ago nobody really cared that, and some of you perhaps think that is the best way to approach this. Do you really care of you see a small stutter every now and then for a fraction of a second maybe split-second? The answer to that is two fold. Some of you, the more enthusiast end users, do while other’s don’t. And as such lately we have seen websites posting frame-capture and frame time results.

    Being trendy – websites jumped onto it and are using FRAPS, but the thing is. if you want to expose game stutters you probably should not use FRAPS. Here’s why:

    FRAPS measures directly at the game engine, and that’s different from what you see on screen on your monitor. For FPS that is not really relevant, but if you want to measure frametime then at the end of the graph shown above T_Display is where you need to be. See, a lot of other stuff is happening after FRAPS measures. Now realistically for single graphics cards, measuring frametime (or as what like to call, frame experience) FRAPS is sufficient. However in multi-GPU setups FRAPs just does not detect all information and as such a lot simply does not show up, in the created charts that many websites including ourselves have been demonstrating.

    It will get even weirder as it also works vice versa, sometimes FRAPS records stuff that isn’t visibly there on your monitor. To do frametime recordings right (the proper way) we need to take a more academic approach. not measure at Game engine level, but at the monitor output as that is the hotspot as to what you see on your screen. How can we accomplish that? Well, with a framegrabber and a complex software suite which we’ll be showing and introducing today. It is called FCAT, short for Frame Capture Analysis Tool. It is a set of tools that derives from the NVIDIA performance laboratory. Now please don’t throw objectivity and subjectivity concerns at us as yes, this methodology is coming from NVIDIA. Let me state upfront that pretty much all software and scripts can be read out as source code and the simple truth is that the FCAT benchmark method can’t see the difference in-between AMD and NVIDIA graphics cards as we look at rendered frames, we are not measuring inside the graphics card(s).

    Before you read onwards, this article is more a bit more scientific, complex and academic opposed to what you are used to. This is not everybody’s cup of tea alright. But I wanted to show what we are doing and how we are doing it as transparant as can be. Now then, our FCAT solution requires multiple thousands EUR worth of hardware and is not something you can easily recreate at home. I also left a lot out in terms of complex issues and will take a very simple to understand approach, which hopefully, the majority of you guys and girls can understand.
