Q: Hi Greg. I was just reading your response to a gentleman from New Jersey about car auctions and high performance cars. Well, you can’t find a bigger auction fan than me as my attraction to cars started back in the 1940s at a car auction.

My parents moved to Odessa, Mo. in 1949 and owned a cafй there in the 1950s. Every Saturday morning after I finished my cafй duties, I worked at the local car auction where I rang the “opening bell” to start the auction. I was only 10 years old back then and from 1949 to 1955 if there was a car auction in the Odessa/Bates City area, I was a part of it. I knew right away when I went to my first car auction that my life would be tied to the car as back then they had auctions for the general public. Today, most are big used car auctions for dealers only.

Over my lifetime, my grandfather taught me all the tricks of the trade at the auctions, including cleaning the motors, transmissions and engine bays to make them look like new. As I grew older I started to work at a gas station where I did a lot of tire work. A few years later, I worked myself up to become a service advisor for a Buick dealer in Kansas City, Mo. and then went and worked for Joe Ziem Ford in Farmington, N.M. Later, I worked at Parrish Pontiac-Olds-GMC in Phoenix, Az. and also Cal Worthington Ford in California. I got called back to Kansas City where I took a job as Service Manager for Crossley Ford in Liberty, Mo.

I always felt the Flathead Ford V8s looked the best in the pre-1954 Ford/Lincoln/Mercury cars, while the Chevy small-block V8, introduced in 1955, was a great engine that took well to being dressed up. As for those Chevy 348 and then the 409 “W” head engines, they would blow off a good quart of oil when you drove at 75-mph for 10 or more miles but they were so fast it was unbelievable. Also, those Olds 442s you have written about in the past I feel were some of the best looking muscle cars of all time. As for the coolest of muscle cars, I give my vote to the Yenko Camaros, which as you explained were COPO (Central Office Production Order) specials that offered the 427 V8 power in the 1968 and 1969 Camaro. Yenko also had other performance cars, from Corvair to Nova. But the Yenko Camaro was my favorite.

A: Dick, thanks for your handwritten letter and all of the great memories you have that revolve around the car business. As you mention, there weren’t that many car auctions back in the 1940s, but today it has become a huge business. I’m lucky that where I live, there is a highly respected and still growing car auction called “State Line” located just three miles from my house in Sayre, Pa. in the town of Waverly, N.Y.

State Line Auto Auction, Inc. founded in 1981, reminds me of similar growth experienced by one of the largest auctions in the country, namely Manheim Auto Auction, which is located not far from Lancaster, Pa. I know the auctions you rang the bell at were tiny compared to today, but they laid the groundwork for what has become an important ingredient of the used car business. Also, today’s auctions like State Line and Manheim offer special classic car days, proving the collector car business is getting stronger every year as a profitable business option for new and used car dealers.

In ending, you indeed recall the best of “car times” detailing the Flatheads, small and big block Chevys and the Olds 442s from the best eras in performance auto history. As for those Pennsylvania-based Yenko Camaros, they joined other famous COPO dealers like Baldwin-Motion (New York) and Nickey (Chicago) and Dana (California) in the late 1960s providing specially built and/or ordered muscle cars. Today these COPO muscle cars are worth six figures, and I also give a tip of the hat to Tasca Ford in Connecticut and Mr. Norm’s Grand Spaulding Dodge, Chicago, for their efforts in building and selling COPO style muscle cars, too. (Tasca built the first ever 406 and then 427 Fairlane Thunderbolt while Mr. Norm was noted for his exclusive 440 V8 GSS Dodge Darts).

It is time for the short track racing community to have a serious and thoughtful discussion about what we are doing and what we need to do to improve our racing. That is my goal. Please understand that I am a rookie at writing. I am going to say some things that some people won t like, but I am not trying to offend anyone. My purpose is to stimulate a discussion. The more ideas put forth,the better the odds that we, as a group, can identify what needs to be done. At present there are a number of conversations going on about this subject and that is a good start, however these discussions tend to be isolated in that fans talk about what fans want, racers talk about what racers want, etc. I think what is needed is fans, racers, and promoters all included in the same discussion. We are all in this together, we all want better racing, and we all know that the current situation is not working.

I am sure the first question you will have is why does this guy think he is qualified to say these things? Good question. Over the last 50 years I have been a driver, owner, owner/driver, crew member, and spectator. I have also been involved on the promotion side of racing. I have built racing engines, racing parts, and complete race cars and motorcycles. I have been in drag racing, off road racing, short track racing, and motocross. You can put whatever value you want on that.

Short track racing in Southern California is what I want to discuss. My comments are aimed at dirt track racing, but some of this discussion applies to asphalt tracks as well. Currently short track racing has a shortage of race cars and a shortage of fans. There is no shortage of opinions about what caused this. Let s see if we can sort through all these ideas and opinions and come up with the fixes we need.

I have set this up as 2 pages. The first page is what I believe are some of the problems causing a decline in short track racing. This isn t all the problems and I plan on adding to this list. The items are numbered. The second page is a list of possible fixes for the problems (also numbered). You can comment on the problems and/or fixes in general or if you want to comment on a specific item you can reference that items number. Please keep it clean and on topic. This is important for the future of short track racing.

The SSAE 18 Reporting Standard SOC 1 SOC 2 SOC 3 Support and Guidance for SSAE18, SOC 1, SOC 2, and SOC 3 reporting standards

Some organizations have heard of SAS 70, SSAE 16. and soon to be SSAE 18. but, don t really know WHY they need to pay to have a bunch of auditors trounce through their company for a month or two during the year, especially right after their financial audit just finished.
The answer is simple: Many companies will not even think about using your company to perform services for them without a clean Type II Report in place.
Some benefits of having an SSAE 16 performed :

  • Ability to perform outsourcing services for Public Companies.
    • If performing financially significant duties for a Public Company, they are required to use a SSAE 16 qualified provider as it is the only way to give investors assurance over controls that are not performed by the Company in question.
  • Public and Private companies are more likely to trust your organization with their data.
    • If you were to trust a company with your data, you would want complete assurance it will be handled with the utmost care
  • A year round accessible knowledge source (your auditors).
    • As a service organization, large or small, you will always have questions regarding your business and having a set of auditors in place with access to a wide array of business knowledge, it will allow you to bounce your questions and concerns off of a group of trusted individuals.
  • A third party to review your controls and activities to ensure they are functioning appropriately, and give advice on how to improve upon them.
    • Sometimes your internal audit department is good, but, not always as stringent as they should be. This will help to serve as a check on their work, as well as your staff. Additionally, if there were any findings noted, your auditors are in a great position to give you some tricks and tips to improve to ensure everything functions well the following period.
  • Improving performance of the organization.
    • Just the knowledge that a review is being performed of an employee s work that can have far reaching consequences for the company as a whole. No more, Oh, I didn t realize that reviewing user access was THAT important to do this month, sorry , now, everyone knows that if it s not done, the success or failure of the organization could rest upon them.

Think of the SSAE 16 or SSAE-18 audit as an annual investment into your company, increasing potential new clients. productivity and accountability .

This tip is focused on designing controls that reflect the process being testing, if they don t, a headache of massive proportions will be created once testing begins.
What do you do to make sure you don t screw this up? Have as many meetings as it takes to get it right.
What you need to do is sit down with the auditors, the department lead, the main employees responsible for performing the process, and anyone else whom could either play a role in testing or modifying the control in the future. Once that is done, Management should discuss what they determined the control to be and how it should operate, that is then reviewed by the auditors, and then the employees performing the tasks should be reconsulted to verify that the control still reflects their process accurately.
Many times people try to speed this process up and half-ass it, leaving many open items which upon testing could easily blow up into a huge problem. When the control isn t 100% agreed upon prior to testing and a deviation is noted, it s a tough call between failing the control and the ability to adjust it to accurately reflect the process. The problem is modifying a control after testing has begun is not proper and needs to be avoided at all costs.
Locking the controls locked down early on could save weeks in wrapping up your new SSAE 16 Report.
We have seen issues like this cause delays in issuing of the report to the client and running additional fees, since adjusting controls isn t free. A SOC 1 Report (System and Organization Controls Report ) is a report on Controls at a Service Organization which are relevant to user entities’ internal control over financial reporting. The SOC1 Report is what you would have previously considered to be the standard SAS70, complete with a Type I and Type II reports, but falls under the SSAE 16 guidance (and soon to be SSAE 18 ).

In addition to the SOC 1 report which is restricted to controls relevant to an audit of a user entity’s financial statements, the SOC 2 and SOC 3 reports have been created to address controls relevant to operations and compliance and will be discussed in further detail in the future.

SSAE 16 is an enhancement to the current standard for Reporting on Controls at a Service Organization, the SAS70. The changes made to the standard will bring your company, and the rest of the companies in the US, up to date with new international service organization reporting standards, the ISAE 3402. The adjustments made from SAS 70 to SSAE 16 will help you and your counterparts in the US compete on an international level; allowing companies around the world to give you their business with complete confidence .

SSAE16 is now effective as of June 15, 2011, and if you have not made the necessary adjustments required, now is the time to find a quality provider to discuss the proper steps. All organizations are now required to issue their Service Auditor Reports under the SSAE 16 standards in an SOC 1 Report.

The soon to be effective, SSAE-18. is expected to follow a similar reporting structure to the SSAE-16 within a SOC 1 report.

Who Needs an SSAE 16 (SOC 1 ) Audit?

If your Company (the Service Organization ) performs outsourced services that affect the financial statements of another Company (the User Organization ), you will more than likely be asked to provide an SSAE16 Type II Report, especially if the User Organization is publicly traded.
Some example industries include:

  • Payroll Processing
  • Loan Servicing
  • Data Center /Co-Location/Network Monitoring Services
  • Software as a Service (SaaS )
  • Medical Claims Processors

What you Need to Know:

Before starting the SSAE 16 process, there are a number of considerations one must take into account that can save considerable time, effort, and money in the long run. Use the following items as a mini checklist for yourself:

  • Does my Company need an SSAE16, or, are we doing it just because someone asked?
  • Reports on the low end can run at least $15,000 a year, will the business lost be less of a burden than the cost of the report itself?
  • Does your company have defined Business Process and IT controls in place, or, will you need assistance developing and implementing them (readiness assessment)?
  • Have you determined the controls in place which affect the outsourced services being provided?
  • Have key stakeholders been defined and included in discussions?
