    Foreign Medical Program (FMP)

    The Foreign Medical Program (FMP) is a U.S. Department of Veterans Affairs (VA) health care benefits program for U.S. Veterans who are residing or traveling abroad and have VA-rated, service-connected disabilities. The eligibility requirements for medical services are different for Veterans outside the United States than for Veterans living within the United States. The Foreign Medical Program assumes payment responsibility for U.S. Veterans only for a VA-rated service-connected disability, or any disability associated with and held to be aggravating a VA-rated, service-connected disability (38 CFR 17.35). (Veterans living in Canada are under the jurisdiction of FMP; however, inquiries and claims must be directed to the Foreign Countries Operations in Canada. See contact information below.) Additionally, VA may authorize necessary foreign medical services for any condition for a Veteran participating in the VA Vocational Rehabilitation Program (38 U.S.C. 31).

    How to Apply for FMP

    Enrolling in FMP is simple. Send your full name, mailing address, address of residence (including country), U.S. Social Security number and VA claim number to:

    We will confirm your service-connected disabilities and send you a benefits authorization letter, which outlines the medical conditions we cover.

    IMPORTANT NOTE: To expedite your FMP registration, a copy of your rating decision that includes the listing and description of all service‑connected disabilities will help determine Veteran eligibility. If you do not have a copy of your rating decision, FMP will request one from your servicing VA Regional Office.

    Although Veterans who are permanently relocating to a country under the FMP Office’s jurisdiction are encouraged to notify the FMP Office upon establishing a permanent, foreign mailing address, service-connected Veterans who are simply traveling abroad need not bother with notification. However, program information is available upon request.

    FMP Registration

    Pre-registration for eligible Veterans is not necessary. However, Veterans who are permanently relocating to a country under the FMP Office’s jurisdiction are encouraged to notify the FMP Office upon establishing a permanent foreign mailing address (address and telephone number). At that time, arrangements will be made for FMP registration and the mailing of detailed program material. Included in the program material will be an FMP Program Guide which provides detailed information on benefit coverage and limitations, how to select health care providers and claim filing instructions.

All FMP inquiries should be made directly to the VHA Office of Community Care.

    If you are a Veteran living or traveling outside the United States and have questions about other VA benefits, such as compensation and pension exams and disability ratings, you should direct those questions to your servicing VA regional office. Additional benefit information can be viewed at Veterans Benefits Administration Veterans Living Abroad.

    NOTE: Your servicing VA regional office is responsible for establishing service-connected disabilities. They are also responsible for administering educational benefits, vocational rehabilitation and other benefit programs.     Overview

    The post-master’s certificate (52 graduate credit hours) will be awarded to students who have completed a Master of Science in Nursing (MSN) from an accredited program and wish to function as a Certified Registered Nurse Anesthetist (CRNA). The full-time course of study plan allows for certificate completion within 27 months. Courses must be taken in the order outlined in the master’s curriculum. In addition the student must complete all requirements outlined by the Council on Certification of Nurse Anesthetists (CCNA). Students complete cognate and clinical courses in nurse anesthesia. Clinical experiences are offered at Carolinas Medical Center and other affiliated sites.

    Carolinas Medical Center provides clinical instruction for students enrolled in the nurse anesthesia program. A referral center for North and South Carolina, this 850-bed medical center and teaching hospital presents opportunities for experiences with patients undergoing a variety of surgical and diagnostic procedures. Students also receive educational experiences at several external clinical sites in North Carolina, including Stanly Regional Medical Center in Albemarle, CMC in Pineville. CMC Mercy and CMC University. All facilities provide a preceptor: student ratio of no more than 1 to 2 with a CRNA and/or physician anesthesiologist and opportunities to administer regional anesthesia. The clinical hours and number and variety of cases are exceptional; students far exceed the number of clinical hours and cases required for graduation. The program’s graduates have achieved a 92% passage rate (first attempt) on the Council on Certification of Nurse Anesthetists Certification Examination for Nurse Anesthetists over the previous ten years.

    This program is completed as a full-time course of study (in 27 months). Students are admitted once per year in the fall semester. Interviews are conducted two times per academic year (November and February). All application materials must be submitted to the Graduate School and the Nurse Anesthesia program no later than six weeks prior to the interviews.

    Admission Requirements

    Important information about the GRE:

    The SON accepts GRE scores from both old and new test formats. Equivalency tables for old scores (200-800) and new scores (130-170) are used so that the published preferred GRE score for admission will not change.

    In addition to the general requirements for admission to the Graduate School, the following are required for admission to the Nurse Anesthesia Post Masters Certificate:

    1. Current unrestricted licensure as a Registered Nurse. Current license in North Carolina or a compact state or the state identified by faculty for clinical practice before enrollment.\
    2. Master’s degree in Nursing from an accredited program.
    3. Baccalaureate degree in nursing (BSN) from an accredited nursing program.
    4. Application to CMC accompanied by current fee.
    5. Evidence of a Graduate Record Exam (GRE) with a score of 293 (950) is preferred (MAT scores are not accepted).
    6. A grade point average (GPA) of 3.0 on a 4.0 scale for all undergraduate work after high school.
    7. A grade point average of 3.0 on a 4.0 scale for all basic undergraduate science courses taken (Chemistry, Biology, Anatomy and Physiology, Pathophysiology and Microbiology).
    8. Completion of an Advanced Human Physiology with the past 3 years (graduate level).
    9. An essay (statement of purpose), limited to a single page, describing the applicant’s experience and objective in undertaking graduate study in the chosen specialty.
    10. For the three letters of recommendation required by the Graduate School, all must be from persons familiar with the applicant’s professional qualifications, such as clinical manager or supervisor, academic professor, or physician. A minimum of 18 months of current full time critical care experience with adult clients prior to matriculation:

      1. Acceptable experience includes: Intensive Care Unit, Coronary Care Unit, Trauma Intensive Care Unit, Neuro Intensive Care Unit, Surgical Intensive Care Unit, Cardiovascular Intensive Care Unit.
      2. Experiences not acceptable include: Flight Team, Emergency Room, Pediatric Intensive Care Unit, Neonatal Intensive Care Unit, Post Anesthesia Care Unit, and Operating Room.
    12. Current certification in Basic Cardiac Life Support, Advanced Cardiac Life Support, and Pediatric Life Support with documentation provided only to Carolinas Medical Center Nurse Anesthesia Program.
    13. Computer literacy is required for coursework.
    14. Applicants who meet the admission requirements will be eligible to be invited for an interview with the Program’s Admissions Committee, which are held in November and February. Only after a successful interview, will the applicant be admitted. NOTE: The application process requires two applications – one to UNC Charlotte and one to Carolinas Medical Center.

    Degree Objective

    In this ultimate curriculum, you will discover how to further the emotional and mental health of your fellow human beings whether you’re in a clinical setting or a modern workplace. Begin by building a knowledge base in the history and systems of psychology. Then you will pursue more advanced courses with research, statistics, and measurement. Finally, demonstrate your expertise by writing your dissertation.

    Graduation Requirements

    To fulfill the requirements for the Doctor of Psychology,** you must successfully:

    • Complete program coursework of 6*** credits
    • Earn a minimum cumulative GPA of 3.00
    • Complete dissertation requirements ****
    • In-residence course requirements (applies to online students)

    Note: The date of degree conferral recorded on the student’s transcript and diploma will reflect the date the student completes all degree requirements. However, release of transcripts, diplomas, and verifications for degrees awarded are contingent upon submission of an electronic version of the dissertation for binding, the Petition to Graduate form, payment of the graduation fee, and payment of any outstanding balances with the University.

    Non-Term Schedule

    Take classes one course at a time. Classes meet two nights a week for 3 hours each over a six week period. Dissertation courses and the Doctoral Capstone Seminar are nine weeks in length.

    Non-Standard Term Schedule

    Your course schedule is flexible and includes these features:

    • Classes are offered in a combination of evening and weekend formats.
    • Evening courses meet for four hours one night per week over a nine-week term.
    • Weekend classes meet on three weekends over the nine-week term. The typical course load is two courses per term.

    Online Schedule

    Your course schedule is flexible. Take online courses one at a time. Online courses are offered in an accelerated six-week format and can be accessed 24 hours a day, seven days a week. Dissertation courses and the Doctoral Capstone Seminar are nine weeks in length.

    Faculty

    Your faculty members all have earned doctorates and have recent experience practicing what they teach. At University of the Rockies, both the theory and its practical application are taught. Your instructors will enliven your discussions and enhance your feedback with real-world lessons from their workplace experience.

    Residency

    Although you will be enrolled in an online program, certain facets of your doctoral coursework necessitate one-on-one or group interaction. For the specializations under the Doctor of Psychology program, you are required to attend three in-residence weekends in Denver, CO.
