Auto and Homeowners Insurance: Is AARP Looking Out for You?

The way insurance companies barrage you with television ads promising to save you money, you might think they were paying you instead of the other way around. In the case of the GEICO googly eyes or actor Dennis Haysbert hawking Allstate policies, at least it’s private companies pitching their wares. But then there are the auto insurance ads touting the $388 saved, on average, by people who switched to plans offered through AARP by The Hartford Financial Services Group. The ads also say that AARP members who own homes might save an additional $148 by switching their homeowners coverage. In this case, the trusted nonprofit is lending its name to a commercial venture. Pay less, get the AARP imprimatur. What’s not to like? Read on to find out.

As part of our continuing analysis of AARP s financial services products (earlier stories covered AARP mutual funds and AARP life insurance and annuities ), we wondered how well the huge organization was treating its 40 million members with the homeowners and auto policies it sells. So we examined the coverage and compared AARP/The Hartford prices with those of Allstate, State Farm, GEICO, and Progressive in three zip codes to answer the question, Should you put AARP on your policy shopping list?

Our answer: If you are shopping on price alone, no. You can save money in some cases a lot of money by taking your business elsewhere. But the policies do offer a few appealing features that you might find are more than worth the extra cost. And The Hartford has an impressive customer service record.

AARP has marketed The Hartford s homeowners and auto policies for 25 years and deserves credit for choosing a quality partner. The Hartford was among the top five insurers in J.D. Power and Associates 2008 homeowners and auto insurance customer service surveys. They have a reputation for working with their customers and trying to solve problems without litigating claims, compared to some of their competitors, says Amy Bach, executive director of United Policyholders. a San Francisco-based organization that advocates for consumers on home and auto insurance. The number of complaints filed against The Hartford, as tracked by the National Association of Insurance Commissioners, is below the industry average and has been declining for the past several years.

Middling Marks for Prices

AARP s homeowners and auto policies are often not the least expensive, however, which echoes what we found with its life insurance offerings. There is a cost to having some of the features in the program, acknowledges Richard Hisey, president of AARP Financial, the for-profit arm of AARP. We believe that if you re comparing apples-to-apples features, we will be cost-competitive.

For our price-shopping survey, we asked AARP/The Hartford, Allstate, State Farm, GEICO, and Progressive for quotes for a 53-year-old AARP member driving a 2008 Nissan Rogue and living in a $250,000 wood-frame house. And since the cost of the same insurance can vary by zip code, we requested quotes in Charlotte, N.C.; Scottsdale, Ariz.; and Schaumburg, Ill. We told the insurers to apply any standard auto discounts available based on his driving record and profile. Since AARP s auto rates were for 12 months and the others were for six months, we divided AARP s figures in half.

For auto insurance, AARP/The Hartford was the priciest insurer in Scottsdale and Schaumburg and in the middle of the pack in Charlotte. Progressive was the least expensive in Scottsdale, costing a whopping 42 percent less than AARP/The Hartford. GEICO was the cheapest in both Charlotte and Schaumburg, charging 28 percent less and 15 percent less, respectively, than AARP/The Hartford.

It matters not, as GEICO lands at the very top when it comes to customer satisfaction with renters insurance. Low premiums are the big reason why, as its buying power lets GEICO extract deep discounts and to pick and choose among carriers to get the best deals for its customers.

Homeowners insurance protects more than you might think

Your home is your castle and, to push the analogy to the limit, homeowners insurance is the knight who swoops in to protect it in times of distress. At least that’s how it’s supposed to work. You only need to read the many tales of woe on the Internet to learn that things can sometimes go terribly wrong. The best way to keep problems from piling up is to choose your policy and insurance company carefully, and to review both every year to make sure they still meet your needs. Unfortunately, shopping for a homeowners policy can be confusing, time consuming and downright frustrating.

Most home insurance policies cover four things. A standard homeowners policy covers damage to your house and detached structures, such as sheds, from situations like fires and theft. Your personal possessions will be covered up to a specified dollar limit, and most policies include liability coverage to pay for property damage or bodily injury to others. Finally, hotel costs, meals and other incidentals are usually covered if you have to live elsewhere while your house is being repaired.

Different homes, circumstances require different polices. When it comes to home insurance, there’s a spectrum of choices. HO-1 and HO-2 policies are named peril policies — you are only covered if loss is caused by one of a list of perils named in the policy; if anything else goes wrong, you are out of luck. An HO-1 policy names 10 perils, while an HO-2 names 16. These policies can be written to pay the replacement cost of your home and personal property, or its actual cash value — and will deduct for depreciation for age and wear — so the payout will typically be significantly less

The majority of homeowners opt for a policy known as HO-3, or a special policy, which covers any damage to your home unless it is explicitly excluded. However, personal property is only covered for specific named perils, such as fire, smoke, hail damage, vandalism, theft and explosions. In addition, although there are some caveats, coverage for your home is at full replacement value, without depreciation. An HO-5, or comprehensive policy is similar, except that personal property is treated the same as real estate — it’s covered unless specifically excluded.

Some homes, especially older homes that have not been updated, can’t qualify for an HO-3 or HO-5 policy because their replacement cost exceeds their market value. In these cases, an HO-8 policy might be the only alternative. However, the HO-8 policy will pay out only the cash value of the home, less depreciation for age and wear — an amount that’s typically far lower than is the case with HO-3/HO-5 coverage. In addition, as is the case with an HO-1 or HO-2 policy, only a specific list of named perils is covered.

Condo and co-op owners should look into special condominium insurance, known as HO-6. That’s because, while condo/co-op owners have control over their unit, the building’s association usually has control over the structure itself and the grounds. That can make HO-6 insurance less expensive than an HO-3/HO-5 policy, but you still need to be vigilant to be sure that there are no gaps between your insurance and the association’s coverage — including any deductibles in its master policy.

Renters need insurance, too. Rental insurance, also known as HO-4 coverage, protects against many of the same perils as homeowners insurance. Like home insurance, renters insurance provides liability coverage and covers your possessions in the event of situations such as fire or theft. Also, like homeowners policies, renters insurance generally pays for living expenses if your unit becomes uninhabitable. The major difference is that it doesn’t cover the structure itself, which is your landlord’s responsibility.

For many homeowners, smaller companies may be a better bet. Flashy television ads aren’t in the budget for all but the biggest home insurance companies, but bigger does not necessarily equal best. Some of the most highly rated home insurers are smaller. These companies may surprise you with low rates, which they need to offer to stay competitive. They may also offer a more personal business approach, especially if you form a relationship with a local agent. However, while some smaller insurers still have a national reach, many only accept policyholders in certain states. Smaller insurers may also be pickier about their policyholders, accepting only those who they think pose the lowest risk of filing a claim.

Military families have some additional options and considerations. A handful of companies cater exclusively to active-duty military, veterans and their families. Some insurers may offer coverage options and discounts exclusively for servicemen and women. Whatever they choose, military families will want to ensure their policies don’t have a vacancy clause that voids their coverage during deployment, cautions the National Association of Insurance Commissioners (NAIC). Policies will also vary on whether personal property is covered when it’s damaged in a war zone, NAIC says.

Renters may be better off sticking to big insurers. Several surveys show that the majority of renters still skip insurance coverage. Experts say that’s a big mistake, considering how inexpensive most renters’ policies can be. Accordingly, for most renters, price and convenience are the name of the game. Larger insurers tend to offer more sophisticated online quote tools that help renters get a quick snapshot of what they’ll have to pay. They may also offer convenient bonuses such as mobile apps, and they don’t rely on an agent-driven sales model — probably best for transient renters who would prefer to do business directly with company representatives online or over the phone.

Washington is the only state named after a US President (George Washington), and is nicknamed “the Evergreen State.” The state has the second largest land area in the US, as well as the thirteenth largest population. It is home to nearly 6.7 million people, although a good percentage of those reside within the Seattle Metropolitan area. It’s a great state to consider moving to – Washington ranks second in wine production nationally – but consumers should keep in mind that there are active volcanos there, such as Mount St. Helens.

ValuePenguin analysts researched the average homeowners insurance rates across Washington and found some interesting facts. Home insurance costs on average $990 per year, and the highest single annual rate we found was as high as $1,383, while the lowest was $645. Cheapest Homeowners Insurance Companies in Washington

Our analysis took into account quotes for a 2,000 square foot house across 80 locations in the Evergreen State to figure out which which were the best companies for low homeowners insurance rates. Farmers, Liberty Mutual, and State Farm were three of the national insurance companies that we looked at, and here are their average annual premiums for our benchmark house (valued at $200,000):

Best Homeowners Insurance Rates in Washington: by City

The five cheapest cities are all found in north Washington, with four of them surrounded by water, and three of them belonging to the same county. Although many of these cities appear to have similar geographic characteristics as those on our most expensive cities list, there are some subtle differences that make them more affordable. Here are our featured cheapest cities:

Spokane, WA

Spokane is the second largest city in Washington, and it sits in the easternmost region of the state as the county seat of Spokane County. Since it is so far away from the mountain range and the ocean, Spokane is the least likely city to be affected by earthquakes, volcanic activities, or large storms from the Pacific. Although it is very removed from the coastline, Spokane residents still enjoy many recreational opportunities at its seventy-six lakes and five major National Parks – all within a short driving distance from the city. Along with all these benefits, we also found that Spokane has the lowest average annual home insurance rate of $831, 16% lower than the state average.

Bremerton, WA

Bremerton is the largest city on the Kitsap Peninsula, and as of 2013 is home to 39,000 residents. During WWII, when it was the major site for warship construction and repair, the city used to be home to an estimated 80,000 residents on its 28 square miles of land. It is no longer the site of hard labor, and instead hosts the popular Blackberry Festival that takes place every Labor Day weekend. Better yet, Bremerton has the second lowest average annual home insurance rates in all of Washington of $876.

Port Orchard, WA

Port Orchard is located thirteen miles west of Seattle and just a little more than a mile from Bremerton. If it weren’t for the countywide vote in 1857 that renamed Port Orchard’s county to its current name Kitsap, the city would have been the seat of “Slaughter County.” Even though it is a small town of 11,000, Port Orchard has been home to a couple of notable Major League Baseball players and even a professional poker player, Dutch Boyd. Port Orchard is our third cheapest city with an average annual home insurance rate of $886.

Port Angeles, WA

Port Angeles sits in the northewest corner of Washington and is the county seat of Clallam County. The city’s highlights include its heritage tours, through which visitors can see the historical downtown area, which was elevated up to fourteen feet above ground to avoid sewage problems 100 years ago. Even more impressive, all of this engineering was accomplished completely by hand. Average homeowners insurance premiums in Port Angeles are around $893 annually, or $74 per month.

Poulsbo, WA

Poulsbo is also a part of the Kitsap Peninsula, just around an 18-mile drive north of Bremerton. As its first settlers were largely Scandinavian immigrants, Poulsbo’s primary language was actually Norwegian from its inception up until WWII. At that point, its population surged with warship construction workers and the dominant language became English. Beloved by both locals and tourists, Poulsbo is nicknamed “Little Norway” for both its heritage and cityscape. The average annual rate for homeowners insurance here is our fifth cheapest in the state at $913.

Most Expensive Homeowners Insurance in Washington

All of our top five most expensive Washington cities for home insurance are located in the western half of the state, most of which are within close proximity to the water. The geographic positions of these areas exposes the cities’ properties to a higher chance of flood, wind, and similar large-scale damages, which will cause insurance companies to charge higher rates for homeowners insurance. Apart from the natural threats, some of the cities have higher than average home theft rates, which also factors into higher insurance premiums.

Vashon, WA

Vashon, located in the center of western Washington, is nicknamed the “Heart of the Sound” by locals. It is the only part of King County that is an island, and also has the second largest water area in the entire state. As such, there are always opportunities to see marine life when traveling to and from the island on a boat. Vashon seems to be a unique place to live in; however it also has the highest average annual rates for homeowners insurance at $1,150, 16% higher than the state average.

Friday Harbor, WA

Friday Harbor sits in the westernmost part of Washington, just south of the Canadian-American border, and is part of San Juan County. It has suffered development controversies and a water supply shortage in the last hundred years as an island between two nations, but has since grown to become a tourism and retirement hot spot. Locals describe it as “one square mile of walkable seaside activities.” It is not the best news for prospective residents to find out that Friday Harbor ranks as the second most expensive city for homeowners insurance with an average annual rate of $1,115 per year or 13% higher than the WA state average.

Montesano, WA

Montesano is located in the southwest of Washington, and is the closest city to the Pacific Ocean in our Top 5 list. As of 2010, its population is around 4,000, and is growing at a rate higher than the state and nation. The city is advantageously situated for a wide range of activities, from fishing to horseback riding and even hunting. Nevertheless, homeowners in Montesano may find themselves facing average annual home insurance rates of almost $1,114, the third highest in the entire state.

Yelm, WA

The fourth most expensive city, Yelm is located in the southwestern part of Washington, nearly a two-hour drive south from Seattle. Formerly a commercial center for produce and forestry products, the city has now evolved into a popular residential choice for families who work in nearby cities, as well as military families stationed nearby. The average annual homeowner’s insurance rate is $1,096, 11% higher than the state average cost.

Woodinville, WA

Woodinville sits between King and Snohomish Counties, 15 miles east of Puget Sound. The city was previously a farming center, but its current major business lies in tourism, and local wineries and breweries. The population numbered 11,000 in 2010. It is the fifth most expensive city in Washington with a $1,091 average annual rate, 10% higher than the state average.

Here we’ll show you the 80 cities we included in our recent analysis of home insurance rates in Washington state. The numbers in the graph below represent the average annual premium that a homeowner can pay in that city:


Our analysts took a look at 80 cities in WA and analyzed their home insurance rates to come up with the top five most and least affordable areas. We used as our sample property one of the most common houses built in the late 1900s based on the US Department of Housing and Urban Development data: 2,000 square feet, 2-story, and 2-bath homes with an attached garage. The annual rates were averaged among several insurance companies to arrive at our mean rate for each city.
