  • For connoisseurs of Keith McNally’s time-honored French-brasserie formula, there’s almost too much to like about his latest restaurant, Cherche Midi. The new place, which occupies the same stolid brick structure down on the Bowery that used to house McNally’s star-crossed pizza project, Pulino’s, features crimson leather banquettes along the walls and, on the menu, a much-hyped LaFrieda burger made with aged beef, just like at Minetta Tavern. The formerly spare and brick-walled space has been fitted with large mirrors (like at the Balthazars on both sides of the Atlantic). Heavy steel-framed doors now separate the cosseted little ­dining room from the raucous street traffic outside (like at Schiller’s Liquor Bar), and the walls are painted a soft daffodil yellow, which reminded several of the grizzled dining veterans at my table of the recently closed Meatpacking District landmark Pastis.

    This feels like a Vegas version of Keith’s greatest hits, one of the grizzled veterans said as we took delivery of some soft, properly garlicky fried frogs’ legs and an arrangement of local beet salad, which looked like it had been beamed in directly from Kate Moss’s table at the Odeon circa 1992. The generous, sushi-grade cuts of hamachi crudo looked that way, too, although the slightly updated version here is spritzed with yuzu and enlivened with tiny bits of shiso. The most inventive dish in this stately procession of golden oldies was a bowl of chilled cauliflower soup, served as a special with a single fried oyster on top, but the most satisfying, by far, was that old brasserie warhorse steak tartare, which was the color of faded pink roses and folded with capers, chopped cornichons, and a generous spoonful of egg yolk.

    The newest McNally outlet may not have the manic, buzzy energy of Balthazar in its prime, or the old-world, wise-guy grandeur of Minetta Tavern, but the nicely aged prime-rib burger is almost as satisfying as its vaunted predecessor at Minetta, and its slathered, for an extra trencherman’s kick, with bacon-and-shallot marmalade and melted Gruyère. Some of the entrées we sampled were underwhelming (the bland chicken breast, the livery-tasting roasted foie gras), but the skate wing meunière (served bone in) and steak au poivre (made with filet mignon) are adequate versions of these old brasserie staples, and if you have the appetite (and, at $48, the necessary funds), get the thickly marbled slab of prime rib, which is dry aged to a gentle gaminess and served with an elegant little stack of pommes soufflés on the side.

    You can toast the good old days with 15 kinds of Champagne at Cherche Midi, along with a representative selection of mostly French, mostly modestly priced wines. The $15 house cocktails are elaborately named and brightly colored, as is the fashion at other gin joints up and down the Bowery, but if you wish to take a little bit of the edge off on a sweltering summer evening, the boozehounds at my table recommend the vividly green, cachaça-based Green and Gold, which is poured over crushed ice. After the entrées are cleared away, the hardworking servers dutifully hoist a cheese board to the table, in accordance with ancient French custom, and if none of these appeal, there are two modestly successful soufflés to choose from (chocolate and raspberry) and a properly opulent vers

    (CNN) — One of the most secretive countries in the world seems to be putting a succession plan into place: North Korean leader Kim Jong Il promoted his youngest son to general.

    Experts say that could be an indication that Kim Jong Un will succeed his father and his grandfather as leader of North Korea.

    The outside world knows very little about Kim — not even his age, which is apparently 27 or 28. But at least one person outside the reclusive communist state once considered Kim Jong Un his best friend.

    Or at least he thinks so.

    Joao Micaelo went to school in Switzerland with a boy he knew as Pak Un from 1998 to 2001. A teacher put them together at the same desk when the new student arrived, and they hit it off.

    Then, one day Pak Un told Micaelo, "I am the son of the leader of North Korea." Micaelo "didn’t believe him because . it was a normal school," he told CNN Tuesday.

    "Normally the children of people like this, they don’t go to a normal school."

    But having seen pictures of the apparent heir to Kim Jong Il, Micaelo thinks it’s his high school friend. He remembered what his friend had told him years before.

    "Then I said, "Okay, maybe it’s true what he said to me,’ " said Micaelo, who now lives in Bern, Switzerland, near the school he attended.

    Local government officials in the town that’s home to the Liebefeld School confirmed a student named Pak Un attended at the same time as Micaelo. The school declined to speak to CNN.

    Micaelo remembers "Pak Un" being introduced as the son of the ambassador of North Korea. What is life like inside North Korea?

    "He was a normal guy like me," Micaelo said, interested in sports, movies and computers. "He was competitive at sports. He didn’t like to lose, like any of us. For him, basketball was everything," Micaelo said

    "He played basketball, he had basketball games on his Playstation. The whole world for him was just basketball all the time," he said.

    The North Korean, who spoke good enough German to be understood, was not outgoing, Micaelo said.

    "He was very quiet and he didn’t speak with anyone. Maybe it was because most of the people did not take the time to understand him," he said. "And he was not that type of guy who goes to another and says, ‘Hello, how are you?’ He was always quiet."

    He didn’t go out at night to parties or discos, but he and Micaelo sometimes talked about girls, his friend said. Micaelo went to his house many times, meeting people whom he thought were his friend’s parents.

    But they spoke English, not German, and because Micaelo didn’t speak English well at the time, he didn’t get to know them very well. But they struck him as "a normal family, like my family."

    "Pak Un" didn’t talk much about North Korea, Micaelo said. He hasn’t seen his friend in years, since the North Korean moved home to go to a private school. But he’d like to see him again — particularly if it didn’t mean going to North Korea. Is there political change in the wind in North Korea?

    "I would like to speak with him to remember old times, you know," Micaelo said.

    "Because you know for me, he was also an important friend. He was my best friend at the time. I would like to see him again."

    But, Micaelo said, he’s not sure if now is the right time. "Just now I don’t know if it’s good to see him again. . If he asked me to go visit him. I don’t know if I go or not," he said.

    "I can just say what I know: Un, when he was 16, he was a good guy," Micaelo said. "So, I don’t think he would do something bad. But I don’t know what he’s been like in the last nine years.

    "I just knew him when he was 16 years old. He’s been in a special school for this for nine years," he said. "Maybe he’s another person."

    Le Secours Catholique a bien compris ce besoin d’une partie de la population, désoeuvrée mais désireuse de s’en sortir, à la suite d’une catastrophe naturelle (inondations). En effet, beaucoup de conducteurs sont assurés au tiers et peuvent tout perdre dans ce cas là, ou bien n’ont pas les moyens financiers de payer les réparations, souvent importantes. Dans les grandes villes, on peut toujours prendre les transports en communs le temps que cela se tasse, mais comment faire dans les petites ?

    L’association a alors mise en place son plan d’urgence : garage solidaire pour parer au plus pressé, avec les moyens du bord, puis partenariat avec les Autos du Coeur pour soulager ceux qui ont tout perdu dans la catastrophe et qui doivent patienter le temps que les assurances se mettent en marche (pour qui a la chance que cela fonctionne).

    Le principe

    Le fonctionnement est basé sur le don et le bénévolat. Un particulier donne sa Renault (ou toute autre marque, peu importe, c’est juste pour l’exemple), un autre, qui a des compétences en mécanique la répare pour qu’elle fonctionne parfaitement, en toute sécurité.

    Le bénéficiaire, lui, donne ce qu’il peut pour se retrouver derrière un volant. Si il n’a pas assez d’argent, le Secours Catholique complète : finit la galère pour amener les enfants à l’école, pour faire les courses, ou se rendre à l’hôpital. Etre mobile est vital, que ce soit pour retrouver du travail ou pour la vie quotidienne.

    Comment faire

    Pour donner c’est très simple : un bénévole des autos du coeur viendra récupérer votre véhicule. Des réductions d’impôts sont possibles, renseignez-vous (reçu fiscal dans votre boîte dans les 2 mois). Moto, scooter, utilitaire, camion…

    L’association prend tout, avec ou sans contrôle technique et s’occupe de faire toutes les démarches de cession. Un petit pas pour vous, et un grand pas pour l’espoir de ceux qui sont marginalisés par leur condition sociale. Si vous n’avez rien qui roule à donner, vous pouvez toujours participer au pot commun.

    De l’autre côté de la chaîne, ce sont les assistantes sociales qui vont oeuvrer pour trouver ceux qui en ont braiment besoin. Mère célibataire, couple surendetté, smicard, au RSA, handicapé…

    Il n’y a pas de profil type, la galère peut prendre plusieurs visages, à la ville comme à la campagne. Sachez qu’il faudra quand même pouvoir contribuer financièrement, même un peu, car il y a des frais comme le contrôle technique, ou les pièces détachées qu’il a fallu changer.

    Ensuite, comme pour une vente classique, il faut barrer la carte grise en y indiquant « cédée » ainsi que la date de l’opération, plus remettre un état du dernier contrôle technique.

    Pour bénéficier de cette réduction fiscale, il faut déclarer vos dons aux impôts. Cette démarche est essentielle et concerne tous les dons, quelle que soit la forme du don.

    Déclarer ses dons aux impôts : quel justificatif fournir ?

    Lorsque vous déclarez vos revenus ou comptes, il est possible que l’administration vous demande de transmettre un certificat de don. Dans ce cas, vous devrez transmettre un justificatif de don appelé “ reçu fiscal” . Le reçu fiscal est un justificatif de don édité par l’association, qui atteste que le don à bien été effectué par le donateur.

    Selon que vous réalisez votre déclaration par dossier papier ou par internet, les règles de transmission de justificatif varient :

    • Si vous avez transmis votre déclaration par courrier papier , vous devrez joindre à votre déclaration de revenus les reçus qui vont ont été remis par les associations bénéficiaires des versements. A défaut, les sommes déclarées sont réintégrées au revenu imposable, sans proposition de rectification préalable .
    • Si vous avez déclaré vos revenus par Internet , les reçus n’auront pas à être transmis. En revanche, il est impératif que vous conserviez les reçus durant les cinq années suivants le versement et jusqu’à l’expiration du délai de reprise de l’administration.

    Déclarer des dons de particuliers aux impôts

    Pour bénéficier d’une réduction d’impôts pour vos dons , lorsque vous êtes un particulier, c’est très simple. Il vous suffit d’inscrire dans votre déclaration annuelle de revenus le montant des dons réalisés.

    Lors de votre déclaration, indiquez :

    • sur la ligne 7UF , le montant des dons bénéficiant d’une réduction d’impôt de 66% (dons versés à une association d’intérêt général ou d’utilité publique , dons à un organisme d’aide à la personne en difficulté dépassant la limite de 75%, dons reportés des années précédentes etc.). Pour cela, il vous suffit de vous référer au montant inscrit sur votre reçu fiscal ;
    • sur la ligne 7UD , le montant des dons bénéficiant d’une réduction de 75% d’impôts ;
    • sur les lignes 7XS à 7XY , l’exécent des dons, c’est-à-dire le don qui dépasse un certain plafond, n’ouvrant pas droit à une réduction d’impôt. Cet excédent pourra être reporté les années suivantes, il suffira de les indiquer sur la ligne 7UF lors de votre prochaine déclaration.

    Déclarer des dons d’entreprises aux impôts

    Pour bénéficier d’un crédit d’impôts pour vos dons, les entreprises doivent effectuer plus de formalités. Lors de votre déclaration, vous devez :

    • Remplir et joindre le Cerfa n° 15252*02 à la déclaration de résultats annuelle : ce document est un formulaire don à une association et sert de support déclaratif aux réductions d’impôts. La fiche d’aide au calcul n° 2069-M-FC-SD permet d’effectuer le calcul du plafond de 5/ 1000, le suivi des excédents de versement à reporter et le calcul de la réduction d’impôt de l’exercice.
    • Reporter sur la ligne 7US de la déclaration annuelle de résultats le montant de la réduction d’impôt déclaré sur le Cerfa précédemment rempli.

    2015 Honda Civic

    The 2015 Honda Civic is the latest version of the popular compact car and carries over unchanged for the 2015 model year.

    The last few years have been very busy for the Civic. It got a complete redesign in 2012, a refresh for sedan models in 2013, and a refresh for the coupe and Si in 2014, so Honda s engineers get to take a breath for 2015.

    Exterior styling varies by body style, with the sedan offering a more sedate look while the coupe is much more menacing, with sharper lines and a more aggressive front end. The coupe also has a pair of very prominent fog light recesses flanking the lower air intake which give the Civic coupe a distinct look up front. There are no less than six wheel choices, and fog lights and a power moonroof are optional. Sporty Si models get their own visual signatures, with side sills and Si badging, along with unique wheels.

    Coupe and Sedan models share a 143-hp, 1.8-liter four-cylinder engine. Last year, the Civic got a new CVT transmission with paddle shifters that replaced the five-speed automatic. It joins a five-speed manual among the transmission options, while the Si gets a six-speed manual. The Civic puts a premium on fuel economy; sedan models return 30/39 mpg city/highway with the CVT (28/36 with the manual), with the coupe achieving similar figures (29/38 on higher trim levels). Under the hood of Si models is a 205-hp, 2.4-liter four-cylinder.

    Since the updates in 2013 and 2014, the Civic cabin has been a personal favorite thanks to its liberal use of high quality materials, backseat room, and comfortable seating. It s a compact car that feels larger and more upscale than its compact price would suggest. Similar to the sporty CR-Z, the center console is slightly canted towards the driver offering easier access to controls for the climate and audio systems. Standard features include a color i-MID display, Bluetooth connectivity, Pandora internet radio, SMS support, and a USB/iPod port, all of which make the Civic one of the most tech friendly out of the box cars around. A navigation system, leather upholstery, and heated front seats are optional.

    The 2015 Civic also offers a class-exclusive standard rearview camera, along with antilock brakes, six airbags, and an electronic stability system with traction control. For its performance in crash testing, the Civic got a full five-star overall rating from the NHTSA, their highest designation.

    The recent explosion of cash-back coupons and rebates on the sale of cars and trucks has done great things for automobile manufacturers, for consumers, and — largely unnoticed — for many state tax collectors.

    Edmunds.com, which tracks the automobile industry, put total cash rebates last year at more than $28 billion nationwide. And lots of states are collecting sales or excise taxes on that amount, even though it is ultimately returned to customers.

    As a result, state tax collectors benefit two ways — both from the rise in sales, which of course creates more revenue to be taxed, and from the tax on the higher, pre-rebate sales price.

    The state’s hand is hidden in this, but it’s in your pocket, said John B. Townsend II of AAA Mid-Atlantic.

    Under the laws of the District and most states, including Maryland and Virginia, a rebate is treated as a form of cash payment [to the seller] so it doesn’t affect the transaction price, said George E. Hoffer, professor of economics at Virginia Commonwealth University.

    Jack Gillis of the Consumer Federation of America, said his group has had several complaints recently from car buyers who noticed that they had been taxed on a higher amount than they had paid. That’s outrageous, Gillis said. Sales tax always has to be based on the actual sales price. With a rebate, that’s price less the rebate. What’s the next step — you go ahead and charge tax on the MSRP [manufacturer’s suggested retail price] even though you’ve negotiated $5,000 off the price?

    In the wake of the success of other forms of price reductions such as employee discounts that U.S. manufacturers offered this summer, some have been talking about moving permanently to lower prices rather than spasmodic rebate campaigns. Such a shift, if it were to take place and stick, might reduce revenue in some states, though in today’s strong economy that prospect is not as worrisome as it might have been a few years ago.

    Since not all states tax rebates, and those that do charge widely varying rates, figuring an overall revenue loss is difficult. But some states have calculated the possible consequences of a loss to rebate taxes. In Virginia, for example, early estimates put the figure in the $20 million to $30 million range.

    Since the state’s 3 percent auto excise tax brings in more than $600 million a year, such a loss would be noticeable but hardly devastating.

    The states’ sales tax base is a big sucker, [and] although motor vehicles are a nontrivial component of the base, I’m not sure that would provide a really major shock, said John L. Mikesell, an Indiana University professor who studies sales and related taxes. You’re not zeroing out autos from the base, just diddling with a piece of it. I’m guessing it’s not going to create a particular catastrophe.

    Most states’ taxes on car sales adopt a principle similar to the one that states often employ with grocery store coupons: If the store cuts the price, either directly or as a result of a lower price from the manufacturer, the sales tax is computed on the price the customer pays. Similarly, if the store cuts the price via an in-store coupon or a frequent-shopper card, the coupon value is subtracted at the cash register before the tax is computed.

    On the other hand, if a coupon is supplied and paid by a third party, such as a toothbrush manufacturer, then the tax is based on the store’s shelf price for the toothbrush before the coupon is applied.

    Manufacturers’ coupons on groceries and other items amounted to $2.8 billion in redemptions last year, according to NCH Marketing Services Inc. a consulting and research firm based in Deerfield, Ill. However, that sum is small in comparison with automotive rebates.

    In many states, taxes on cars work the same way. If the price of a car is simply lowered by the manufacturer — for instance by giving shoppers the equivalent of an employee discount, or if the customer negotiates a lower price with the dealer, the tax is computed on that price. But if the customer is given a coupon by the manufacturer that further lowers the price, the value of that coupon is subtracted after the tax is calculated.

    In other words, if the sticker price of a car is $30,000, and the carmaker cuts the price to $28,000, or if the buyer simply talks the dealer down to $28,000, the tax is based on $28,000. But if the dealer holds fast at $30,000, but the manufacturer supplies a $2,000 coupon so the price to the customer is again $28,000, the tax is computed on $30,000.

    For Maryland, with a 5 percent tax, and the District with a tax of 6, 7 or 8 percent, depending on the weight of the car, this difference means $100 or more in revenue gained or lost on a sale that looks to the buyer like the same price.

    I don’t think people really realize how all this discount stuff works, said Pat Pelino, a tax consultant with Vertex Inc. a tax consulting and software firm based in Berwyn, Pa. and specializing in state taxes.

    States want to protect their tax base, she said. They love to get you coming and going.

    But not all states tax rebates, said Jeffrey Pretsfelder, senior tax analyst with RIA Group, a tax research and publishing firm. Quite a number either categorically allow the rebates [before tax is figured] or allow them under certain circumstances, he said.

    Some don’t tax them if they are identified and stated separately on the sale documents, he said. Others don’t tax them if they are used as part of the down payment.

    Delaware, which has a tax of about 2.75 percent on car sales despite having no general sales tax, doesn’t tax rebates that are figured into the price at the time of the sales transaction. And if the rebate doesn’t show on the original transaction but is paid later by the manufacturer to the buyer, the state allows the buyer to fill out a form and claim a refund of tax paid on the rebate amount.

    And some analysts don’t think rebates are going away, no matter what carmakers say.

    VCU’s Hoffer said that over the years, manufacturers, seeking to mask price increases, have sharply reduced the difference between wholesale prices and suggested retail prices, leaving dealers less room to wheel and deal. Thus, when the carmakers want to move the metal, rebates remain the most effective way to do that.

    Lower list prices and cutting dealer margins forces the dealer into narrow band of prices, Hoffer said. It guarantees factories will have to come back with rebates.
