Used Car or Certified Pre-Owned?

Everyone knows about used cars. By now, most buyers know about Certified Pre-Owned, or CPO. Right up front, Certified Pre-Owned cars and trucks represent the best deals in the car business. Period.

Part of the reason has to do with depreciation, which follows a curve and is steepest when the car is new, but, as time passes, the curve begins to level out. A new-car buyer pays a huge penalty for the initial depreciation, but subsequent buyers of that car have much smaller losses. Careful used-car buyers take advantage of the first buyer paying off that initial large depreciation and save themselves lots of money.

The downside is that it’s no longer a new car. Who knows what abuses it has suffered, what maintenance was ignored, how it was driven? With any used-car deal there is always a certain level of trepidation about its past and, therefore, its future.

Certified Pre-Owned programs bring peace of mind to the used-car market. Just about all manufacturers offer CPO programs, which are backed by the factory. Basically, here’s how they work:

It starts with an exceptionally clean used car which must meet certain standards of age and mileage – too old or too many miles and it’s not considered. It must meet certain standards for condition — if it shows major damage, or has mechanical issues or other problems, it’s not considered. Then, it goes through a major re-conditioning process, which will include any necessary repairs to the paint and body, mechanical components and interior. It may get a brake job, perhaps it needs all new tires – what it needs, it gets. Finally, it has to pass a comprehensive inspection process which, typically, will cover as many as 150 or more points. Let there be no doubt: A CPO is a cream puff.

But there’s more. CPO vehicles are covered by warranties that, typically, either go on top of — or extend — whatever warranty the vehicle has remaining. For example, there may be 12 months/12,000 miles of additional warranty that begins either at the end of the original new-car warranty or from the certified purchase date. Some plans give warranty coverage of up to 72 months and 100,000 miles from the original in-service date. There may be an additional powertrain warranty. Most CPO plans include 24-hour roadside assistance and a vehicle history report. All of this is peace of mind that does not exist with typical used-car deals.

Here’s a personal CPO experience from an acquaintance: He knew what he wanted, searched that manufacturer’s website for likely CPO candidates and found one at a dealership within a couple hours of where he lived. The car was exactly what he wanted, even to the color, was about one year old, had slightly over 6,000 miles on the odometer and was almost unimaginably clean. The original warranty, which was still on the car, was for 36 months/36,000 miles, but the CPO program extended that by 12 months/12,000 miles, meaning that it now had about three years and 42,000 miles of remaining warranty – more than when it was new. He went to the dealership, closed the deal in about 20 minutes and drove home with a terrific (almost) new car. Tax and license included, the total was over 30 percent less than its original price. He considered it a far better deal than would have been available with either a new car or a typical used car, and we agree.

Another benefit of CPO vehicles is that, generally, they can be financed and even leased through the dealership. Basically, except that they are not brand new, they are offered with all the usual benefits of buying a new car.

The only downside of any significance to Certified Pre-Owned vehicles is that they cost more than non-certified used cars. But, they are better cars that have been given substantial service and reconditioning, carry far superior warranties and deliver a vast improvement in peace of mind.

So, if CPO vehicles are so great, why buy a typical used car? Easy; if keeping the expenditure as low as possible is of primary importance, then a used car is, obviously, the way to go. The used-car market has something in a price range for just about anybody. Some of the choices are certainly ok, but some are just as certainly questionable and you are on your own. If you lack expertise it’s a good idea to bring along somebody who does know how to spot the dangers, but there’s always a risk. Still, if absolute low cost is mandatory, you’re in the used-car market.

But CPO remains the best deal available. And the buyers agree. Numerous surveys show that wide ranges of customers view peace of mind as an important purchase consideration and they find it with CPO vehicles. The CPO selection and reconditioning processes, the extensive check lists, the extended warranty coverages, the vehicle history reports, the exceptional condition of the vehicles and all the other attendant benefits combine to deliver very high levels of peace of mind and high degrees of buyer satisfaction that lead to large numbers of owners returning to CPO purchases. We’re not the only ones who remain convinced that you can’t make a better car deal than with a CPO. Those who have sampled the CPO market are the best advocates you’ll find.

    While buying a certified pre-owned vehicle is similar to buying any used car, there are significant differences you should be aware of before you go shopping.

    First of all, you should know that not all certified used car programs are the same. Edmunds recommends buying a manufacturer-certified vehicle rather than a dealer-certified one. The manufacturer’s certified vehicle program is more reliable, can be used across the country, and won’t leave you stranded if your dealership shuts its doors. Vehicles that have been certified by the manufacturer go through more rigorous testing, and in many cases, offer similar benefits as those given to new car customers (e.g. roadside assistance, loaner vehicles).

    Review the different manufacturer’s certification programs to see which one offers the most complete coverage. You should carefully check what the certification means and what the warranty covers.

    Once you have chosen the make of vehicle you want to buy, you can begin shopping.     A paralegal meeting the minimum criteria for the exam should be able to use logical thought processes, elimination of incorrect answers and their expertise in the basic legal principles to correctly answer the test questions.

    NFPA has developed many study tools to assist candidates preparing for the exam. Even an experienced candidate should thoroughly review the PACE Study Manual published by NFPA (available at www.paralegals.org) prior to taking the exam. Each chapter includes sample test questions with detailed explanations of the logical process to deduce the correct response.

    Examinees also should review other sources, including paralegal textbooks, seminar materials, flash cards and bar charts for law students, and paraпїЅlegal journals such as The National Paralegal Reporter and Legal Assistant Today. In addition, NFPA offers a 50-question online practice exam that simulates test conditions.

    NFPA encourages candidates to participate in a study group if possible. Study groups are organized at the local level, although NFPA can assist by providing sample guidelines, a sample syllabus and other information to help the study groups prepare for the exam. Study groups can be as formal or informal as the participants want. NFPA recommends that study groups meet at least once a week and follow the suggested syllabus over a seven- to eight-week period, although they can meet more often or less often. The group can be taught by members taking turns on the various study areas, or the group leader can solicit speakers from the legal community.

    Study groups donпїЅt work for all paralegals. Many find it impossible to study any other way but individually. Recognizing that study groups are not an option for many paralegals, NFPA partnered with the American Institute for Paralegal Studies to offer a seven-week, online study course for PACE. This review course includes mentoring, discussions, homework assignments and online lectures, and ultimately provides a structured form of study. It also encourages a disciplined approach to study that many paralegals find difficult to maintain if they study on their own.     RPs must meet CLE requirements, which include ethics training, to maintain their certification. At least one hour of CLE must be in ethics.

    Making the Commitment

    The single most important resource a PACE candidate can take into the test facility is the desire to become an RP. Making the commitment to take PACE is not something to be taken lightly or forced on anyone. The exam is voluntary, and candidates must be in the proper frame of mind to succeed. They must be confident of their skills and knowledge, but shouldnпїЅt approach the exam in an overconfident manner either.

    Why should a paralegal take PACE? The reasons are as varied as the 500 plus RPs who have passed the exam to date, but they generally fall into the following categories:

    Career paralegals want to validate their expertise by taking a nationally recognized certification exam;

    In the absence of regulation, or with regulation on the horizon, paralegals want to establish their own identifiable standards of professional excellence;

    National certification provides a sense of professional accomplishment;

    Certified paralegals can gain recogпїЅnition and respect from peers;

    Certified paralegals can enhance their marketability and stand apart from the rest of the uncertified paralegal workforce; and

    Some employers offer higher salary levels or bonuses for certification.

    Paralegals who face their fears and pass the exam gain a huge sense of professional pride and accomplishment. They are authorized to use the trademarked phrase пїЅPACE Registered
    ParalegalпїЅ or пїЅRP.пїЅ Some RPs enjoy increased pay, promotions or new job opportunities.     When it comes to test time, if possible, find a place to stay near the exam site the night before the exam so you donпїЅt have to rush in on the morning of the test. Allow yourself the luxury of being able to do some last minute review the night before without staying up late.

    Transcribe handwritten notes from study group classes and create flash cards for quick and easy review.

    Top 7 Cars With Cheap Insurance

    The more expensive a car, the more it costs to insure. That’s a rule of thumb that holds true in most cases. But the vehicles with the lowest insurance premiums will probably surprise many drivers and new-car shoppers. According to a study by Insure.com, certain crossovers and SUVs are among the top cars with cheap insurance, and it’s not always the lowest priced model that gets the lowest premium.

    That’s because insurance premiums are based on the cost of claims for that model. If a model has relatively few claims — drivers of that model have fewer crashes than average — and those claims are cheaper than average for insurers to repair, then that model will typically have lower insurance rates.

    If you’re looking to keep costs of ownership down without sacrificing on comfort and space, consider one of the seven vehicles here, all of which landed in the top ten on Insure.com’s list of the cheapest 2013 models to insure.

    2013 Ford Edge SE

    With an average annual insurance premium of $1,128, the Ford Edge SE tops Insure.com’s list of cheap-to-insure 2013 models. Ford offers three engine choices in the 5-passenger Edge, including two V6 choices and a 4-cylinder. It’s the optional 2.0-liter EcoBoost 4-cylinder in the front-wheel-drive Edge SE that gets the low-cost insurance. That motor is paired with a 6-speed automatic transmission and also offers the best fuel economy in the Edge lineup at 21 miles per gallon city and 30 mpg highway. Low fuel costs and low insurance costs make the 4-cylinder, front-wheel-drive Edge SE an affordable choice for the long run.

    2013 Jeep Grand Cherokee Laredo

    Another 5-passenger SUV with low ownership costs is the Jeep Grand Cherokee. which costs an average of $1,148 per year to insure. The Grand Cherokee has a standard V6 or an optional V8, although it’s the base V6-only Laredo trim that typically has low insurance rates. Drivers that need more capability from their vehicle, whether for towing or hitting the trail, should consider the Grand Cherokee.     Jeep says its Patriot compact SUV is the best priced SUV in America. With a starting price of $15,995, the Patriot is priced more like a compact hatchback than an SUV.     Accredited Financial Counselor: An Introduction

    The Association for Financial Counseling and Planning Education has created a new professional credential for financial planners. The Accredited Financial Counselor (AFC) provides financial advisors with practical training in all aspects of personal finance. However, this credential is not a clone of other certifications, such as the Certified Financial Planner ® or the Chartered Life Underwriter. It does, however, complement the CFP ® in many respects, although it also stands alone as a credential by itself. This article examines the curriculum and certification process for this designation and how it compares to the CFP ® mark. (Learn the tips and tricks of the trade before heading into this test.     Founding Organization
    The Association for Financial Counseling and Planning Education is an international non-profit organization that is dedicated to promoting financial education and helping to train financial educators and counselors. It is entirely supported by its members and resembles the CFP ® Board in both purpose and practice, although it is much less well-known. However, there are some general differences between the designations which will be addressed below. The membership consists primarily of university educators, private practitioners, counselors who work with members of the military and government officials as well as various financial interest organizations, such as America Saves, FINRA. the FTC, the IRS, NEFE (The National Endowment for Financial Education), the SEC and the U.S. Treasury. Members receive periodic newsletters, research journals and discounts to the annual conference.

    AFC Credentials and Curriculum
    Like their CFP ® counterparts, Accredited Financial Counselors must meet educational, experience and ethical requirements before receiving their certifications. AFC candidates must have at least 1000 hours of relevant experience as a financial counselor in one capacity or another. The definition of financial counselor in this sense encompasses those who counsel others on an individual basis, those who help to train or educate clients or other planners and those who supervise them. However, this element of the criteria is narrower than the experience requirement laid out by the CFP ® Board, which requires three years’ experience in virtually any capacity in the financial industry, regardless of whether any type of actual counseling is performed. The curriculum for the AFC is also less rigorous than what CFP ® candidates must complete, although it delves much more substantially into financial issues that are relevant for lower and middle-class Americans.

    The AFC curriculum is divided into two sections: the first section covers some of the material found in the CFP ® coursework, such as retirement and estate planning, life and property/casualty insurance, stocks, bonds and mutual funds and personal income taxation. It also covers credit card and debt management, budgeting and managing cash flows. The second module focuses much more closely on consumer debt and communication than the CFP ® curriculum and thoroughly explores the financial counseling process, listening and counseling skills, consumer fraud and credit reports. debt reduction strategies, divorce-related issues such as child support, repossessions, bankruptcy, mortgages and student loans.

    Those who wish to go on and earn the Certified Housing Counselor credential must complete a third module that covers all aspects of residential housing, such as landlord and tenant issues, property appraisals, contracts, rights and deeds, financing and taxation, the real estate and mortgage industries and legislation and also must meet the necessary program requirements.

    Course Requirements and Exams
    Each of the modules for the AFC costs $425, plus a $50 nonrefundable fee to begin the program. Once the fees have been paid, study materials are sent to the student. The student then has three years to complete all required modules. After each module is completed, the student will arrange to take the final exam at a qualified proctor testing site by applying to the AFCPE office. The exam itself consists of 100 multiple choice questions and requires about two hours to complete. A score of 70% or higher must be achieved on the test in order to receive a passing grade (those who fail must pay a $125 retake fee). Once the designation has been awarded, certificants must complete 30 hours of approved continuing education every two years in order to maintain their credentials.     CFP® Vs. AFC
    As mentioned previously, the AFC curriculum focuses much more on issues that are relevant to middle- and lower-income clients. Accredited Financial Counselors are trained more thoroughly in the particulars of debt, credit and governmental assistance programs than most CFP® candidates, who are trained to focus chiefly on the needs of upper-middle class to wealthy clientele. Those who are seeking the best-rounded professional financial education possible may therefore want to consider earning both credentials. However, those who are more passionate about educating the lower-income segment of the population may want to consider eschewing the CFP® in favor of the AFC credential. AFC candidates are also eligible for a number of positions within the U.S. government relating to financial education and training.

    Conclusion
    The Accredited Financial Counselor designation is a relatively new credential in the financial planning industry, but has received virtually no publicity compared to other designations, such as the CFP®.     After Earning Your Credential

    Should you buy a certified used car?

    As gas prices have fallen, U.S. new car sales have surged. But buyers are snapping up certified used cars as well, with certified sales in November up 21 percent over a year earlier, according to CNW research.

    Thrifty habits developed during the recession are leading buyers to what the industry calls certified pre-owned vehicles, says senior analyst Karl Brauer of Kelley Blue Book and kbb.com. “The last recession increased the price sensitivity of car buyers, driving many to consider certified pre-owned for the first time,” says Brauer. Certified cars typically get a thorough inspection and repair of defects at a dealership, along with an additional warranty.

    If you share that price sensitivity, consider a certified used car rather than a new car. You should look to save at least $2,000 to $3,000 with a good deal on a certified used car of the previous model year vs. a new car, says Alec Gutierrez, another Kelley senior analyst.

    Gutierrez points out, however, that certified deals vary widely depending on how fast a given model depreciates. He cites the following examples:

    • A Honda Accord is known for holding its value. A 2015 Accord EX-L lists for $27,406 and a 2014 certified used one for $26,129 — a savings of just $1,277.
    • A Ford Escape SE, with about average depreciation, sells as a 2015 for $25,421 but as a 2014 certified car for $21,624. That is a savings of $3,797.
    • As an example of big savings, Gutierrez cited the Kia Cadenza large sedan selling as a 2015 for $33,447. A certified used 2014 model could be bought for $25,622 — a savings of $7,825. Among luxury brands, he suggests likely good certified deals for the Cadillac XTS sedan and the Infiniti Q60 coupe or convertible.

    If you are considering a certified used car, take these additional factors into account:

    Avoid independent used car lots. Independents may advertise certified deals, but you can not be sure the standards are as high as in manufacturer-backed programs.

    Make sure the auto maker backs the warranty. Even at a franchised dealer, double check that the warranty on the certified car is, for example, from Ford or General Motors — not an independent warranty company.

    Consider certified with older cars. Many cars returning after being leased are three years old. People who lease cars have incentives to keep the car in good shape in order to avoid penalties at lease end. “If the vehicle is passing the manufacturer’s process to get certified, a buyer can be confident it is a solid vehicle — and has coverage if a problem does develop,” says Gutierrez.

    Even as the economy recovers, buyers’ appetite for certified used cars is likely to continue. “The awareness and advantages of certified pre-owned have extended to a larger percentage of car buyers in recent years, reaching sufficient critical mass to keep growing steadily going forward,” says analyst Karl Brauer.

To become certified, you’ll have to pay a certification fee and pass a written exam. You’ll also have to meet specific licensing, training, and education requirements that vary by level. For example, to become a MAC, you’ll need to hold a master’s degree, provide proof of three years of experience in the field, and be licensed as a counselor or other kind of healing arts practitioner in your state.

    National Board for Certified Counselors (NBCC)

    You can become a National Certified Counselor (NCC) through NBCC by holding a master’s degree, providing proof of study in predetermined areas, passing the National Counselor Exam, and meeting a minimum of 3,000 hours of experience, 100 of which must be supervised.     While buying a certified pre-owned vehicle is similar to buying any used car, there are significant differences you should be aware of before you go shopping.

    First of all, you should know that not all certified used car programs are the same. Edmunds recommends buying a manufacturer-certified vehicle rather than a dealer-certified one. The manufacturer’s certified vehicle program is more reliable, can be used across the country, and won’t leave you stranded if your dealership shuts its doors. Vehicles that have been certified by the manufacturer go through more rigorous testing, and in many cases, offer similar benefits as those given to new car customers (e.g. roadside assistance, loaner vehicles).

    Review the different manufacturer’s certification programs to see which one offers the most complete coverage. You should carefully check what the certification means and what the warranty covers.

    Once you have chosen the make of vehicle you want to buy, you can begin shopping. Many dealerships will have Web sites listing their inventories and the certified used cars that they have for sale. For more information about these cars, you can e-mail the Internet manager or call the dealership to verify basic details about the car.

    Once you are on the lot, find out exactly what has been inspected on the vehicle you are considering. Ask to see the actual inspection report for that specific vehicle. Make sure the vehicle identification number (VIN) on the inspection report matches the vehicle you want to buy.

    Even though the car has passed inspection by a factory-trained technician, it is important that you test-drive and look over the car thoroughly yourself.     Should you buy a certified used car?

    As gas prices have fallen, U.S. new car sales have surged. But buyers are snapping up certified used cars as well, with certified sales in November up 21 percent over a year earlier, according to CNW research.

    Thrifty habits developed during the recession are leading buyers to what the industry calls certified pre-owned vehicles, says senior analyst Karl Brauer of Kelley Blue Book and kbb.com. “The last recession increased the price sensitivity of car buyers, driving many to consider certified pre-owned for the first time,” says Brauer. Certified cars typically get a thorough inspection and repair of defects at a dealership, along with an additional warranty.

    If you share that price sensitivity, consider a certified used car rather than a new car. You should look to save at least $2,000 to $3,000 with a good deal on a certified used car of the previous model year vs. a new car, says Alec Gutierrez, another Kelley senior analyst.

    Gutierrez points out, however, that certified deals vary widely depending on how fast a given model depreciates. He cites the following examples:

    • A Honda Accord is known for holding its value. A 2015 Accord EX-L lists for $27,406 and a 2014 certified used one for $26,129 — a savings of just $1,277.
    • A Ford Escape SE, with about average depreciation, sells as a 2015 for $25,421 but as a 2014 certified car for $21,624. That is a savings of $3,797.
    • As an example of big savings, Gutierrez cited the Kia Cadenza large sedan selling as a 2015 for $33,447. A certified used 2014 model could be bought for $25,622 — a savings of $7,825. Among luxury brands, he suggests likely good certified deals for the Cadillac XTS sedan and the Infiniti Q60 coupe or convertible.

    If you are considering a certified used car, take these additional factors into account:

    Avoid independent used car lots. Independents may advertise certified deals, but you can not be sure the standards are as high as in manufacturer-backed programs.

    Make sure the auto maker backs the warranty. Even at a franchised dealer, double check that the warranty on the certified car is, for example, from Ford or General Motors — not an independent warranty company.

    Consider certified with older cars. Many cars returning after being leased are three years old. People who lease cars have incentives to keep the car in good shape in order to avoid penalties at lease end. “If the vehicle is passing the manufacturer’s process to get certified, a buyer can be confident it is a solid vehicle — and has coverage if a problem does develop,” says Gutierrez.

    Even as the economy recovers, buyers’ appetite for certified used cars is likely to continue. “The awareness and advantages of certified pre-owned have extended to a larger percentage of car buyers in recent years, reaching sufficient critical mass to keep growing steadily going forward,” says analyst Karl Brauer.

    Honda Accord: This is the true practically bulletproof certified pre-owned sedan on the list. The only potential fly in the ointment is their popular, so you won t be able to get good deals on them. However, Hondas, with proper maintenance, are incredibly reliable machines.

    Toyota Matrix: This model was discontinued this year as a new car, but it s still a great hatchback. Others may steer you to a Toyota Corolla, but this is the five-door equivalent. You ll want this car if you need flexibility in a small car.

    Kia Forte: You re not going to find a better looking car in the sub-compact lineup and this includes the Hyundai Elantra. Kia has done a great job making its vehicle better both inside and out. You ll be surprised by the driving experience of the Forte and wonder why you hadn t looked at one earlier.

    Nissan Altima Coupe: Like the Toyota Matrix, the Altima Coupe has also been discontinued as a new car. But, there s currently no better coupe on the market when it comes to price, performance and comfort. Coupes aren t for everybody but if one is on your wish list, don t invest thousands more in a BMW or Mercedes. You ll be happy with the Altima Coupe in your driveway.

    Subaru Legacy: The Subaru Legacy was remodeled for the 2013 lineup but the older Legacys are great cars. Plus, those in the colder climes are going to like its all-wheel drive capabilities. It might be tough to find a deal in the North on these cars but if you come across one in Southern climes, snap it up. It s a rare bird down there, which means prices should be lower.

    Ford Fusion: Again the current generation is a stunner but you re going to be content driving the previous generation Ford Fusion. It s good, reliable transportation and, because of the amazing design of the new one, should have good residual values that make it a bargain to obtain.

    Mazda Mazda6: This four-door sedan was a total victim of bad timing. It was introduced during the height of the recession and Mazda simply didn t put the marketing dollars behind it. That doesn t mean you shouldn t buy one. Styling is excellent, the interior is comfortable, and there is an abundance of trunk space. Put the Mazda6 at the top of your certified pre-owned shopping list.

    Subaru Legacy: The Subaru Legacy was remodeled for the 2013 lineup but the older Legacys are great cars. Plus, those in the colder climes are going to like its all-wheel drive capabilities. It might be tough to find a deal in the North on these cars but if you come across one in Southern climes, snap it up. It s a rare bird down there, which means prices should be lower.

    Ford Fusion: Again the current generation is a stunner but you re going to be content driving the previous generation Ford Fusion. It s good, reliable transportation and, because of the amazing design of the new one, should have good residual values that make it a bargain to obtain.

    Mazda Mazda6: This four-door sedan was a total victim of bad timing. It was introduced during the height of the recession and Mazda simply didn t put the marketing dollars behind it. That doesn t mean you shouldn t buy one. Styling is excellent, the interior is comfortable, and there is an abundance of trunk space. Put the Mazda6 at the top of your certified pre-owned shopping list.
