Be suspicious of ridiculously low offers. particularly those connected to sob stories. Before buying a car, check KBB.com to find out what it’s market value is. If someone claims he’s selling a vehicle at a low price because he needs the money fast (he lost a job or is a soldier going overseas, for example), it’s probably a scam, says Sid Kirchheimer, author of Scam-Proof Your Life: 377 Smart Ways to Protect You & Your Family from Ripoffs, Bogus Deals & Other Consumer Headaches .

Mind your money and personal information. Do not give out your Social Security or credit-card number. When paying, don’t send a personal check or wire money (a request to do so can be a scam). Funkhouser recommends paying by cash or making an arrangment with the seller to meet at a bank. If the seller is pushing you to use a particular escrow company to handle the transaction, be suspicious because it might be part of a scam. You can verify a company’s legitimacy by checking with state regulators, Funkhouser says, or ask to use an escrow company or your choosing, such as Escrow.com. Most importantly, make sure the seller hands over the vehicle’s title when you pay.

It’s hard to beat the thrill of jumping behind the wheel of a new car at the North American International Auto Show, especially if your clunker is already 9 or 10 years old.

But how exciting is a car loan? Just itching for another monthly payment? Yeah, right.

The hot news about car loans this year, though, is that rates are lower than last year — so shopping around for car loan could prove invigorating when you snag a real deal.

“We’ve never seen rates this low” in the surveys of banks and credit unions, said Greg McBride, senior financial analyst at Bankrate.com .

Bargain car loan rates — both for used and new cars — are hovering around 3% or so now at banks and credit unions.

Plenty of carmakers are offering 0% and 1.9% financing on several models, too. But make sure to run the numbers on various online calculators to determine whether you’d be better off taking a cash-back rebate than 0% financing, if given a choice.

In mid-January, the average new car loan rate was 4.15% for a five-year new car loan at banks and credit unions surveyed by Bankrate.com .

The average used car loan rate was 4.77% for a four-year used car loan, according to Bankrate.com.

“We’re in a prolonged low-rate environment, and I don’t think they’ve bottomed yet,” McBride said.

Another trend: Some lenders are offering new car loans that go beyond five years, say 72-months, and a few are rolling out 84-month car loans.

Comerica’s 3.99% rate, for example, applies to 60-month and 72-month car loans.

Melinda Zabritski, director of automotive credit for Experian, said some consumers with lower credit scores can qualify for a more expensive new car if they opt for a six-year loan instead of five years.

Some consumers with higher scores opt for seven-year car loans to buy luxury brands, she said.

“A lot of it is an effort to make some expensive vehicles a little more affordable on a month-to-month basis,” Zabritski said.

Be warned, though: Dragging out a car loan to six or seven years drives up total interest paid for a car; and a consumer risks owing more on the car than it’s worth when it comes time to sell.

Another warning: If you don’t shop around for a car loan rate, though, it’s easier to get taken for a ride on rates.

“We see greater disparity in auto loan rates than any other product,” McBride said.

Lenders often decide what kind of market share they want in the auto loan business and price their car loans accordingly. And yes, many realize that consumers don’t shop for car loans as diligently as they should.

Does that mean everyone gets a car loan at less than 5%? Absolutely not. Rates vary by credit history.

The Detroit-based Communicating Arts Credit Union had received an initial $1.5 million federal grant in November 2011 to develop a bailout program for people who have extremely high car loan rates.

As part of that program, the credit union had 34 auto bailouts that had original car loan rates in excess of 19%. One customer refinanced a rate of 25% to 3.25%.Other customers refinanced rates of nearly 25% to a range of 9.5% to 12.5%.

Going to 5% from 25% would drop the monthly payment to $188.71 from $293.51 on a five-year, $10,000 car loan.

Hank Hubbard, president and CEO of the Communicating Arts Credit Union, said many times shoppers don’t realize they have alternatives. Some old loans may have been made during the credit crunch.

We’ve swung from one extreme where anyone could get a car loan during the economic boom to another extreme where lenders were paranoid about making loans to creditworthy consumers during the financial meltdown.

Now, “Lenders are certainly making loans available,” Experian’s Zabritski said.

Typically, Toprak said, someone with a 620 credit score could be getting a rate of 8.9% or higher now; while someone with a 500 credit score could be offered 13.9% now.

If your goal is saving money, buying a used car rather than a new one can save you big bucks in several ways.

“I am a big fan of buying used,” says Philip Reed, Edmunds.com senior consumer advice editor. “I think it’s an extremely important way for a family on a budget to save money.”

Jack Nerad, Kelley Blue Book’s executive market analyst, is another cheerleader of buying used. “Used cars are a great value ,” he says. “Cars today are really good and really last a long time. They have longer useful lives than in the ’50s and ’60s when I was growing up.”

While paying a lower purchase price for the same car model used rather than new is the obvious reason to buy a used car, there are others as well.

Even so, Reed cautions that all used cars aren’t created equal. A consumer must do his homework before deciding if a used car is in good or bad shape. With that caveat, here are five of the best reasons to buy a used car .

Fuel prices have dropped a bit, but who says $3.59 a gallon doesn t break the bank? If you need a reliable, affordable pre-owned vehicle that s decent on gas, look no further than this list.

Last week, gas prices dropped a bit, to an average of $3.59 a gallon. Any drop in fuel costs always leads to hand-wringing about what it will mean for electric car sales. But this isn’t one of those stories. From where I’m sitting, $3.59 a gallon is still a lot of money.

Minor price fluctuations aren’t going to send anyone out to buy a seven-passenger SUV. Sales of those behemoths have been dropping steadily. I’ve always loved the name “Nissan Armada” — what is it, a car or a fleet? — and sales of this vehicle were down 19 percent from May 2012 to May 2013.

I think we’ll all be in the market for fuel-efficient cars from now on. I’ve been reporting on the big price drops for electric cars (particularly for leasing) but maybe they’re still out of your price range. You want something cheap. Here are five really cheap, fuel-efficient used cars that are likely to be reliable, too:

2002 Subaru Forester. With this baby you get all-wheel drive, 165 horsepower, a 2.5-liter flat four (a boxer engine like the Subaru unit in the hot Scion FR-S I’m testing), and 25 mpg on the highway (not hugely different from the 27 mpg of the current model). It’s also very space-efficient without being big on the outside. Foresters have a stellar reliability rating and they keep their value. I’m seeing them advertised between $2,600 and $6,500. Don’t worry so much about mileage — it’s more important that the car was well cared-for and got regular oil changes.

1998 Honda Civic. Now here’s a bargain. How about a nice CX hatchback with the 1.6-liter engine? A more reliable powerplant you won’t find. I can recommend these unreservedly, though they’re more like appliances than cars. But who cares, really? I practically need a kidney belt to drive that sporty Scion FR-S. A five-speed manual will help fuel economy, which was 30 mpg combined. There’s also an HX model that’s worth finding, because it got 34 mpg. And $2,500 to $3,000 will definitely score one of these.

1990 Mazda Miata. I admit to having a total jones for the Miata, and am scouting cars of this vintage. The Miata is bulletproof, though you do have to be careful of rust, bad tops and a few other minor maladies. Get the manual version, because otherwise what’s the point? The MX-5 of 1990 was rated at 24 mpg combined. I haunt the classifieds for Miatas, so I can say with confidence that they range from $1,500 for a ratty one to $5,000 for a really nice example. Avoid rodded-out versions with lots of add-on accessories and roll bars if you want reliability.

2005 Chevy Aveo. Admittedly, the Korean-made Aveo is nowhere near in the league of the Spark or Sonic. If you have the money for those, by all means buy one. But for commuting, an Aveo will get you around. And it’s very cheap! The Aveo 5 hatch had 27 mpg combined. Plenty of $4,000 examples around, maybe $5k for a really good one.

2007 Pontiac Vibe. My friend bought one of these, and I really like it. A solid, versatile ride from a company that, alas, is no longer with us. The Vibe, with a 1.8-liter power plant, could manage 29 mpg combined. The Vibe is basically the same car as the long-lived Toyota Matrix, but it never sold as well — consumers actually had prejudice against the American-badged version, but their loss is your gain. And since Pontiac is an orphan brand, you should be able to get a good deal on one now. (Along the same lines, an SX4 from no-longer-in-the-U.S. Suzuki is also worth considering.) You may not be able to find a good Vibe for less than $8,000, but it will be a great car.

(And just for fun, I looked up used car prices on Hummer H3s. They weren’t as giving-them-away priced as I’d thought, but $12,000 should buy a pristine example from 2006 or 2007. Fuel economy of the 2007 model? 15 mpg combined.)

5 Car Spray Painting Techniques for a Proper Coat

When painting a car. spray painting techniques can be the difference in a great looking paint job and one that you might not want other people to see. Whether you will be using a standard auto spray gun or a car airbrush, there are ways that you can help ensure that you do the job right the first time and avoid wasting time and money in doing the job over again. Here are some tips to help you:

Remove or Tape to Avoid Overspray – Until you are experienced in using a paint sprayer and comfortable painting cars, you should attempt to remove parts of the vehicle that need to be painted. This is especially true if you are only painting a bumper, door or a single quarter panel. However, if you’re not able to remove the piece, make sure that you tape off the area as to avoid overspray in areas of the vehicle that don’t need to be painted. If you need to tape off an area, make sure to use a painter’s grade of masking tape that will not damage the finish of the vehicle.

Surface Preparation is Essential – Before you even hook up your spray gun, you should spend a lot of time preparing the surface of the vehicle. When painting a vehicle, sandpaper can often be your best friend. Use low grit sandpaper such as 80 or 300 grit pieces to smooth out the scratches or imperfections in the surface of the vehicle. You should also spend some time practicing good wet sanding methods with 1000 or higher grit papers. The more time you spend preparing the surface of the vehicle, the easier spraying the car will be.

Spray Several Light Coats Rather One Heavy One – Many inexperienced car painters tend to try to paint a vehicle too quickly. Sometimes, you may be tempted to spray a lot of paint onto a car. However, this almost always results in runs or paint build up. Therefore, make sure that you hold your spray nozzle approximately 10 to 12 inches away from the vehicle and spray the vehicle with slow and even strokes. Spray the vehicle from black to left, and not up and down. If you miss an area don’t break your rhythm and just wait until you apply the next coat to cover the missed area.

Don’t Rush Between Coats – After you’ve sprayed a coat of paint onto the vehicle, you’ll need to give the codes enough time to set properly before applying the next coat. For most types of car paint, you should wait about 15 to 20 minutes between coats. If you are applying a primer, you should wait about 24 hours before applying a base coat or enamel based paint. Also, between primer and paint applications, you should wet sand the vehicle with a 1000 – 1200 grit piece of sandpaper. This will make spraying the vehicle much easier and allow you to use less paint to cover the car.

Correct Mistakes Before Continuing – If you do make a mistake while spraying the vehicle, continue spraying the current coat of paint. However, do not apply another coat of paint until the mistake has been corrected or repaired. Again, use a piece of sandpaper to lightly sand away paint buildup or runs. Just make sure that you allow the paint to drive before correcting the mistake.
